The Department of Culture, Sports and Tourism, the Provincial Party Committee's Propaganda and Mass Mobilization Committee, and the Dak Nong Provincial Journalists Association have just held a press conference in April 2025. At the conference, Mr. Pham Van Manh - Deputy Director of the Dak Nong Department of Construction said that the three provinces of Dak Nong, Lam Dong, and Binh Thuan have agreed to propose to the Prime Minister, the Ministry of Finance, and the Ministry of Construction to consider and support central funding to invest in the construction and upgrading of the entire National Highway 28.
According to the Deputy Director of the Department of Construction of Dak Nong province, regarding the investment in the construction of key traffic routes connecting the three provinces, the authorities proposed two options. Firstly, the investment project to build the project to renovate and upgrade National Highway 28, starting at Phan Thiet (intersection of National Highway 1A, Binh Thuan province) and ending at EaTling town (Cu Jut district, Dak Nong province, intersection of Ho Chi Minh road), passing through three provinces with a length of 310.8 km. Currently, the scale is a grade IV mountainous road, the roadbed is 7.5 m wide, the road surface is 5.5 m wide.

Because the road has been invested and put into use for a long time, it has degraded, is small in scale, and does not ensure traffic safety. Especially the section through Quang Khe pass, the section avoiding flooding of Dong Nai 4 hydropower plant through Dak Nong province and some mountain passes in Lam Dong and Binh Thuan provinces, it is very difficult for heavy vehicles and passenger cars to travel.
Accordingly, the three provinces of Dak Nong, Lam Dong, and Binh Thuan have agreed and jointly proposed that the Prime Minister, the Ministry of Finance, and the Ministry of Construction consider and support funding for investment in upgrading the entire National Highway 28, approximately 308.3 km long, with a scale of a grade III road, with a total estimated cost of approximately VND 7,700 billion.
In case there is not enough capital to invest in the entire route, it is proposed to prioritize investment in upgrading National Highway 28, Phan Thiet - Di Linh - Gia Nghia section, about 197.3 km long, with a total estimated cost of about 4,900 billion VND, to help the locality gradually complete the infrastructure, creating conditions for socio-economic development of Lam Dong province after the merger.
Regarding the proposed project to build the Gia Nghia (Dak Nong) - Bao Lam (Lam Dong) dynamic road, invested before 2023, this new connecting route from Gia Nghia City (Dak Nong) to Bao Lam District (Lam Dong) will be invested and built, shortening the length of the road from Gia Nghia to Bao Lam, Bao Loc by about 25 km.

The route avoids all large steep passes and deep ravines on National Highway 28 (in Dak Nong province) as well as large steep passes and deep ravines on the Dong Nai 4 hydropower plant route through Dak Nong and Lam Dong provinces.
The new route map is very convenient, increasing traffic speed, shortening travel time, facilitating the transportation of bauxite - alumina from Tan Rai factory (Lam Dong) to Nhan Co factory (Dak Nong) and vice versa; creating a breakthrough, exploiting local development potential, promoting socio-economic development of the province.
According to the assessment, after the merger of the three provinces, the traffic volume on the connecting route will increase significantly. However, currently the connecting routes between the two provinces of Dak Nong and Lam Dong are narrow and winding... Therefore, the investment in renovating and upgrading this route is extremely necessary and urgent.
Recently, the People's Committee of Dak Nong province coordinated with Lam Dong and Binh Thuan provinces to work on contents related to planning orientation, investment in renovating and upgrading connecting traffic routes, including: Proposal to invest in building an expressway connecting Dak Nong - Lam Dong - Binh Thuan; upgrading and renovating National Highway 28, the key route connecting Gia Nghia city (Dak Nong province) to Bao Lam district and Bao Loc city (Lam Dong province).
In April 2025, the three provinces agreed to propose to the Ministry of Construction and recommend the Prime Minister to approve the additional planning of the expressway connecting Dak Nong - Lam Dong - Binh Thuan with the investment preparation process before 2030, and investment implementation after 2030.
