The Ministry of Industry and Trade has just sent a document to the Government Office and relevant agencies on the participation in giving opinions on the draft plan to reduce and simplify regulations related to the business activities of the Ministry of Industry and Trade in 2025. The Ministry of Industry and Trade stated: Implementing Resolution No. 68/NQ-CP dated May 12, 2020 of the Government promulgating the Program to reduce and simplify regulations related to business activities in the period of 2020-2025, the Ministry of Industry and Trade continues to review regulations related to business activities under its management and develop a plan to reduce and simplify regulations related to the business activities of the Ministry of Industry and Trade in 2025.

Accordingly, in Draft 2, Decision Approving the Plan to reduce and simplify regulations related to business activities under the management scope and functions of the Ministry of Industry and Trade in 2025, the Ministry of Industry and Trade proposed a plan to reduce administrative procedures related to many sectors and fields of operation. In particular, in the chemical sector alone, 6 administrative procedures are proposed to be reduced and simplified.
Specifically, administrative procedure 1 is to issue a license to produce and trade chemicals with restricted production and trading. In particular, the content of the reduction: Reduction of administrative procedures for issuing a license to produce and trade chemicals with restricted production and trading. The reason is that there is a change in the group of chemicals that need to be managed according to the draft Law on Chemicals (amended).
The Ministry of Industry and Trade recommends implementation: Abolish regulations on procedures related to chemicals with restricted production and trading, table chemicals, industrial precursors, and explosive precursors stipulated in the Law on Chemicals. Decree No. 113/2017/ND-CP, Decree No. 33/2024/ND-CP.
Administrative procedure 2 is to issue a license to produce table 1 chemicals. The content of the reduction is to reduce the administrative procedure to issue a license to produce table 1 chemicals. The reason for the reduction is due to changes in the group of chemicals that need to be managed according to the draft Law on Chemicals (amended).

Reasons for changes in the group of chemicals that need to be managed according to the draft Law on Chemicals (amended). Specifically, the Ministry of Industry and Trade proposes to abolish regulations on procedures related to chemicals with restricted production and trading, table chemicals, industrial precursors, and explosive precursors stipulated in the Law on Chemicals, Decree No. 113/2017/ND-CP, Resolution No. 33/2024/ND-CP.
Administrative procedure 5, reduce and simplify administrative procedures for granting licenses for exporting and importing chemicals in Table 2 and Table 3. Reasons for changes in the group of chemicals that need to be managed according to the draft Law on Chemicals (amended).
On that basis, the Ministry of Industry and Trade proposes to abolish regulations related to chemicals that restrict the production and trading of table chemicals, industrial precursors, and explosive precursors stipulated in the Law on Chemicals, Decree No. 113/2017/ND-CP; Decree No. 33/2024/ND-CP.
Administrative procedure 6, reducing administrative procedures for granting licenses for the export and import of industrial precursors. The reason is due to changes in the group of chemicals that need to be managed according to the Law on Chemicals (amended).
The Ministry of Industry and Trade recommends abolishing regulations on procedures related to chemicals with restricted production and trading, table chemicals, industrial precursors, and explosive precursors stipulated in the Law on Chemicals, Decree No. 113/2017/ND-CP; Decree No. 33/2024/ND-CP.
The roadmap for implementing administrative procedures is proposed by the Ministry of Industry and Trade according to the progress of the amended Chemical Law. It is expected that the amended Chemical Law will take effect in 2026.
