The cause of the landslide was concluded to be due to the shortcomings of the investor and related units, but a plan was proposed to spend 11 billion VND from the budget to repair it!
On September 9, a leader of the Department of Transport of Dak Lak province said that after the provincial People's Committee approved the policy, the Department of Finance is currently looking for funding to repair the landslide section on Provincial Road 7.
System error
The project to renovate, upgrade and extend Provincial Road 7 was approved for investment by the Dak Lak Provincial People's Council in 2018. Afterwards, the Dak Lak Provincial People's Committee assigned the Dak Lak Provincial Project Management Board for Investment in Construction of Transport Works and Rural Development (Board A) as the investor.

The road section of the project to renovate, upgrade and extend Provincial Road 7 has serious landslides.
The project has a total investment of 70 billion VND, started in November 2019, and was completed on December 14, 2021.
However, a few months after the warranty expired, in early October 2023, large cracks and landslides appeared on the roadbed, road surface, and negative slope in the area of Km17+540 - Km17+875 (section through Buon Triet commune, Lak district). In the area of Km17+540, there was a subsidence 47m long, 40 - 90cm wide, with some sections deviating more than 1m from the old road surface...
According to the report of the Department of Transport of Dak Lak province, the inspection results of the Southern Science and Technology Development and Inspection Consulting Joint Stock Company determined that the objective cause of the damage to the project was due to the roadbed being permeable and stagnant for a long time, causing a decrease in the strength of the ground.
Regarding subjective reasons, the investor and the survey and design consultant did not conduct a geological and hydrological survey of the old roadbed, which was inadequate and not in accordance with industry standards. Therefore, they could not fully assess the adverse factors affecting the project (weak soil, seepage from the positive slope and water seeping into the roadbed due to rain and floods, reducing the strength...).
In addition, during the construction process, the investor realized that there was a risk of landslides, so they organized technical handling to adjust the design and reinforce the slope at Km17+875, but there was no thorough solution. The process of preparing and implementing the project without surveying, evaluating, and handling all the adverse factors affecting the project was one of the causes leading to the incident of subsidence and damage to the project.

After nearly 1 year of landslide, the road has not been repaired yet.
Notably, during the process of site inspection and appraisal of construction drawing design documents, the Department of Transport commented on the addition of geological and hydrological surveys to have a basis for assessing the stability of the project.
However, Board A submitted a report without adding geological and hydrological surveys according to the Department's opinion. At the same time, Board A affirmed: "The groundwater level is deep, the physical and chemical properties of groundwater do not affect the foundation of the project and underground works". "Surface water: the project is only directly affected by surface water, mainly rainwater concentrated according to the terrain", "Section Km11+978 -:- Km21+221.93 after current geological inspection, the old road surface is still very good...".
From the investor's assertion, the Department of Transport "trusts" and does not require the investor to provide additional documents to prove or clarify.
Repair budget?
According to the report of the Department of Transport, the responsibility belongs to the investor and the survey and design consultant during the preparation and implementation of the project. In addition, not fully reporting to the investor on issues that are not consistent with the actual construction is not fully implementing the rights and obligations of the supervision unit and the construction contractor.

Subjective causes leading to landslides due to shortcomings of related units
The fact that the Department of Transport based on the assertions of the investor and the survey and design consultant to appraise and approve the construction drawing design documents without requiring the investor to provide additional supporting documents and clarification is somewhat lacking. The Department of Transport acknowledges its shortcomings and seriously learns from the above issue.
Recently, Mr. Vo Van Canh, Vice Chairman of Dak Lak Provincial People's Committee, signed a document agreeing on solutions to handle and repair the damage to Provincial Road 7 according to the technical plan proposed by the Department of Transport. Accordingly, the report of the Department of Transport proposed repair options and requested the Provincial People's Committee to consider and allocate more than 11 billion VND for the repair.
Also in this document, the Dak Lak Provincial People's Committee requested Board A to review the responsibility for subjective shortcomings and report the results to the Department of Transport for synthesis and resolution according to regulations. Request the Department of Transport to seriously learn from the shortcomings and shortcomings in the process of performing tasks and appraising design documents.
A leader of the Department of Transport said that they have not yet received a report reviewing the responsibility of Board A, so the Department is planning to issue a document urging them to do so.
