Proposal to invest 76,985 billion VND to build 257 km of the North-South Expressway in the West

The investment project to build the North-South Expressway in the West, the Pleiku - Buon Ma Thuot - Gia Nghia section, 257 km long, passing through the two provinces of Gia Lai and Dak Lak, is being proposed for investment under the PPP method.

Duc Long Gia Lai Group Joint Stock Company has just sent a document to the Prime Minister proposing an investment plan for the project to build the North-South Expressway in the West, section Pleiku - Buon Ma Thuot - Gia Nghia.

Accordingly, this enterprise proposed that the head of the Government assign Duc Long Gia Lai Group as the investor to prepare a project proposal dossier and send it to the competent authorities as prescribed in Article 26 of Decree No. 243/2025/ND-CP dated September 11, 2025 of the Government detailing a number of articles of the Law on Investment under the PPP method.

Duc Long Gia Lai Group also proposed that the Prime Minister assign one of the three provinces of Gia Lai, Dak Lak or Lam Dong as the competent state agency to preside over the implementation; at the same time, assign the Ministry of Finance to advise on the arrangement of public investment capital to implement the Project in the period of 2026 - 2030.

According to the proposal, the Project has a length of about 257 km, of which the section passing through Gia Lai province is about 56.7 km; through Dak Lak province is about 125.5 km; through Lam Dong province is about 74.8 km.

The project is invested in phase 1 with a complete 4-lane highway scale, roadbed width of 24.75 m, design speed of 100 km/h.
The total investment is expected to be about 76,985 billion VND, implemented in the form of public-private partnership (PPP), a contract between a competent state agency and a private investor for implementation, management and operation.

Through research and analysis of economic and technical factors, Duc Long Gia Lai Group believes that the economy of the Central Highlands region still faces many difficulties and the ability to recover capital is low, so it proposes to implement the plan: investors mobilize 30%, the state budget supports 70%.

Previously, in May 2024, the Ministry of Transport (now the Ministry of Construction) sent an official dispatch to the People's Committees of Dak Lak province and Gia Lai province regarding the study of investment in the Western North-South expressway section passing through these two localities.

According to the Ministry of Transport (now the Ministry of Construction), in Decision No. 1454/QD-TTg dated September 1, 2021 of the Prime Minister approving the Road Network Planning for the period 2021 - 2030, with a vision to 2050, the North - South Expressway in the West through Dak Lak and Gia Lai provinces includes: Ngoc Hoi (Kon Tum) - Pleiku (Gia Lai) section is 90 km long, with a scale of 6 lanes; Pleiku (Gia Lai) - Buon Ma Thuot (Dak Lak) section is 160 km long, with a scale of 6 lanes; Buon Ma Thuot (Dak Lak) - Gia Nghia (Dak Nong) section is 105 km long, with a scale of 6 lanes. The investment progress of these two sections is determined before 2030.

According to Resolution No. 23-NQ/TW dated October 6, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Central Highlands region until 2030, with a vision to 2045, the orientation is "by 2030, research and invest in the Western North-South expressway (Ngoc Hoi - Pleiku, Pleiku - Buon Ma Thuot, Buon Ma Thuot - Gia Nghia)".

In the Appendix attached to Resolution No. 81/2023/QH15 dated January 9, 2023 of the National Assembly on the National Master Plan for the 2021 - 2030 period, with a vision to 2050, the Western North - South Expressway is divided into phases for implementation in the 2031 - 2050 period.

Implementing the Resolutions of the Politburo and the National Assembly, the Ministry of Transport (now the Ministry of Construction) is adjusting and updating the Road Network Planning to conform with the National Master Plan.

This Ministry assessed that investing in the Ngoc Hoi - Pleiku, Pleiku - Buon Ma Thuot and Buon Ma Thuot - Gia Nghia sections in the 2021 - 2030 period to synchronously connect with expressway projects that are being and will be implemented such as Khanh Hoa - Buon Ma Thuot and Gia Nghia - Chon Thanh is very necessary, helping to strengthen the connection between the Central Highlands - Central Coast - Southeast regions.

In order to have a basis for investment research, during the process of adjusting and updating the planning, the Ministry will recommend that competent authorities continue to apply the mechanism: "In case localities have investment needs to serve socio-economic development and mobilize resources, report to the Prime Minister for early investment approval", similar to the content stated in Clause 2, Section III of Decision No. 1454/QD-TTg, as a basis for localities to proactively implement.
