Last week, Project Management Board 2 proposed the Ministry of Transport to invest in different-level works at 21 intersections between the four railway lines Hanoi - Ho Chi Minh City, Hanoi - Hai Phong, Yen Vien - Lao Cai and Hanoi - Dong Dang with national highways located in 13 provinces and cities from North to South.
The total investment of the project is nearly VND8,150 billion (USD320 million), of which ODA loan capital is about VND5,700 billion including construction costs, design consultancy, construction supervision consultancy, and contingency. Domestic counterpart capital is about VND2,400 billion including site clearance costs and contingency.
If approved, the project would be implemented from 2025 to 2030.
The project aims to improve train safety, reduce annual maintenance and operating costs of existing level crossings, eliminate road congestion when trains pass through, and reduce the risk of traffic accidents.
Project Management Board 2 determined that the railway requires a small longitudinal gradient and a signal information system, so the plan to build a railway bridge over the road would be costly and difficult to implement. Therefore, this agency proposed to build a road bridge over the railway.
Along the North-South railway line, there are currently many bridges, tunnels and level crossings that are degraded. It is necessary to prioritize capital resources for reinforcement to ensure train safety.
There have been many accidents at railway crossings recently. On July 28, in Dong Nai, a pickup truck carrying three people was passing through a railway crossing when the barrier was closed and was hit by a train, flying nearly 10 meters, killing two people.
In March, in Nghe An , train SE8 running to Nghi Long commune, Nghi Loc district, hit the rear of a truck carrying materials crossing a self-built level crossing. The train driver and truck driver were scratched, and the locomotive was deformed.
