Proposed solutions to improve investment attraction in Can Tho city

(CTO) - On the afternoon of November 19, Mr. Nguyen Van Khoi, Vice Chairman of Can Tho City People's Committee, chaired the council meeting to accept the project "Survey and evaluate the ability of enterprises to access land and propose solutions to improve and attract investment in Can Tho City", implemented by the Institute of Socio-Economics of Can Tho City in coordination with the Faculty of Law of Can Tho University.

The project aims to improve the efficiency of investment attraction in Can Tho city through land access activities of enterprises, as a basis for improving land access and enhancing the city's provincial competitiveness index.

The project will be implemented over 18 months, ending in June 2025. The project focuses on comprehensively assessing 8 core contents in the land access mechanism for enterprises, from planning, clean land fund to preferential policies, to clearly identify the current situation, barriers and limitations in law enforcement and land administration at the local level.

Through analysis, the main bottlenecks lie in the capacity of implementation, lack of synchronization between departments and branches, as well as the failure to promote the central role of local authorities in creating a transparent and favorable investment environment. On that basis, propose solutions to overcome existing limitations and improve the ability of enterprises to access land in Can Tho City.

Accordingly, the city builds a set of standard procedures and regulations for inter-sectoral coordination in creating, managing and developing clean land funds. Consider regulations on applying a lower annual rental rate percentage for priority investment sectors and fields. Review and adjust planning to meet business needs, promote new potentials and strengths in close and interconnected connections on the basis of new development space. Build and perfect procedures and guidelines for site clearance that are simple, clear and unified. Implement solutions to simplify administrative procedures on land...

After listening to the report on the implementation results and comments from the members, the council agreed to accept the project.

Speaking at the meeting, Mr. Nguyen Van Khoi requested the Project Management Board to complete the project according to the members' comments. Based on the project results, the city has orientations and solutions to remove "bottlenecks" in businesses' access to land, enhance competitiveness, and improve investment attraction.
