Proposing over 1,300 billion in public investment capital to clear land for Ho Chi Minh City expressway

On October 12, information from the Department of Planning and Investment of Ho Chi Minh City said that the unit has just sent an official dispatch to the People's Committee of Ho Chi Minh City regarding the development of a public investment plan for 2025, and central budget capital for the Ho Chi Minh City - Moc Bai expressway project.

In this document, the Department of Planning and Investment of Ho Chi Minh City proposed that the People's Committee of Ho Chi Minh City report to the Ministry of Planning and Investment and the Ministry of Finance to assign the medium-term public investment capital plan from the central budget for the period 2021-2025 for the Ho Chi Minh City - Moc Bai expressway project with an amount of VND 1,368 billion.

This is the capital source to implement component project 3 of compensation, support, and resettlement of the Ho Chi Minh City - Moc Bai expressway project, section through Ho Chi Minh City.

This project has a total length of about 51km, passing through 11 communes of Cu Chi district, Ho Chi Minh City and Tay Ninh province. The section passing through Ho Chi Minh City is nearly 24.7km long, the area to be recovered is about 182.25ha and more than 1,808 cases are affected.

Of these, 336 cases are eligible for resettlement. The total cost of compensation, support and resettlement for the section through Ho Chi Minh City is estimated at about 7,102 billion VND.

Previously, the Ho Chi Minh City Compensation, Support and Resettlement Board requested the People's Committee of Cu Chi district and the Management Board of Traffic Construction Investment Projects, the investor of the Ho Chi Minh City - Moc Bai Expressway project (phase 1), to speed up the progress of land acquisition, compensation, support and resettlement.

It is expected that Ho Chi Minh City will approve the compensation, support, and resettlement plan and issue a land acquisition decision from April 2025. This phase includes payment to households that agree, and handover of the site to serve the commencement of the project's first technical infrastructure relocation package.

The Ho Chi Minh City - Moc Bai Expressway starts at Ring Road 3 in Cu Chi District, Ho Chi Minh City, and ends at National Highway 22 (about Km 53+850) in Ben Cau District, Tay Ninh Province.

The expressway is built according to expressway standards, with a design speed of 120km/h. The cross-section scale of 4 lanes and the system of works on the route, intelligent traffic system, toll collection system... ensure synchronization, efficiency, according to current standards and regulations.

It is estimated that the land use demand of the project is about 409.3 hectares. Site clearance is according to the planning scale of 6 lanes.

The preliminary total investment of the project is 19,617 billion VND. The capital that the investor and BOT project enterprise are responsible for arranging is about 9,943 billion VND.

Tay Ninh Provincial People's Committee aims to start construction of the expressway on April 30, 2025, and open the entire route to traffic before December 31, 2027.
