Presenting the Report, Secretary General of the National Assembly , Head of the National Assembly Office Le Quang Tung said: The Law on Organization of the National Assembly has been amended and supplemented in terms of content: The National Assembly meets regularly twice a year. An extraordinary session of the National Assembly is held when requested by the President, the National Assembly Standing Committee, the Prime Minister or at least 1/3 of the total number of National Assembly deputies to promptly consider and decide on urgent issues under the authority of the National Assembly to meet the requirements of socio-economic development, ensuring national defense, security and foreign affairs.

The report also mentioned the adjustment of some regulations related to the organization of the apparatus, in which it affirmed that the Secretary General of the National Assembly is also the Head of the Office of the National Assembly and the spokesperson of the National Assembly and the Standing Committee of the National Assembly. In addition, it proposed to add regulations on deciding the organizational structure of the Government at sessions after the first session if necessary, ensuring compliance with the Law on Organization of the Government.
Regarding the rights and responsibilities of National Assembly deputies, the proposal allows absent deputies to send written opinions to the Secretary General of the National Assembly and encourages the application of information technology and artificial intelligence to improve operational efficiency and interaction with voters.
Notably, to increase flexibility, the National Assembly Standing Committee proposed adding a provision allowing changes to the opening date of regular sessions – not fixed on May 20 and October 20 – in cases of real necessity and decided by the National Assembly Standing Committee.
Examining this content, the Law and Justice Committee agreed with the need for adjustment, and at the same time proposed the application of digital technology, such as through the National Assembly App, in receiving reports of absence requests from delegates. Some opinions said that it is necessary to specify the time limit and simplify the leave request procedure to ensure transparency and convenience.
