After merging the three provinces of Phu Tho, Vinh Phuc and Hoa Binh into a new administrative unit, one of the major challenges is the problem of rearranging the system of headquarters and public assets. As of mid-July 2025, the whole province has reviewed and recorded 1,021 surplus houses and land - a significant number showing the amount of assets that need to be managed, exploited or converted.
To avoid wasting resources, the Department of Finance has proposed many solutions. Specifically, 116 facilities are proposed to be transferred to serve as headquarters for state agencies, 291 facilities can be converted into schools, medical stations, cultural houses... and 228 other facilities will be assigned to the Land Fund Development Center for management.
Regarding the arrangement of working headquarters, the province maintains the model of three regional administrative centers - located in the three old provinces - to take advantage of existing infrastructure and reduce the load on the new center. Agencies such as the Provincial Newspaper and Radio - Television Station, Political School, Investment Promotion Center... will operate in all three regions, but clearly identify the main headquarters to ensure operational efficiency.

At the commune level, the merger of administrative units does not disrupt public operations. All 148 communes and wards in the area have been provided with sufficient working offices for the Party Committee, government, police and public service units. Two wards, Vinh Phuc and Vinh Yen, are proposing to adjust the location of the headquarters to better suit the administrative boundaries and actual operational needs.
Notably, the Department of Finance also proposed assigning the Investment Promotion and Enterprise Support Center of Phu Tho province to be the focal point for managing the entire headquarters of the old Vinh Phuc Provincial People's Committee - a large campus currently shared by many agencies.
According to statistics, there are still 386 facilities without a plan for use, and localities are required to complete the proposal by August. If handled promptly and effectively, the surplus assets after the merger will not only reduce the budget burden but also become a valuable resource for urban development goals, improving public services and social security in the locality.
