In a speech sent to this event, the National Assembly's Committee on National Defense and Security said that according to Plan No. 81 of the National Assembly Standing Committee, there are a total of 15 legislative tasks on National Defense and Security during the 15th National Assembly term, which are monitored and supervised by the Standing Committee on National Defense and Security with specifically determined progress.

Accordingly, there are 4 tasks to be completed before June 30, 2022, including: 3 legislative tasks that need to be researched and reviewed; 1 legislative task that needs to be researched and newly developed. The Government has completed these tasks.

" The Government has completed 6 tasks, with 1 task remaining. That is the task of researching and reviewing relevant laws, ordinances, and resolutions to propose amendments and supplements to specific regulations on the duties and powers of the President in his role as Commander-in-Chief of the People's Armed Forces and Chairman of the National Defense and Security Council ," the discussion stated.
According to the National Defense and Security Committee, through the review, the Government believes that the organization and operation, associated with the duties and powers of the President, have been stipulated in a number of laws such as the Law on Organization of the National Assembly, the Law on Organization of the Government, the Law on Organization of People's Courts, the Law on Organization of People's Procuracies, the Law on National Defense, etc.
However, the regulations on the duties and powers of the President are not comprehensive, and many regulations are not specific. The Government proposes to continue to study and review carefully and thoroughly to have specific recommendations during the term of the 16th National Assembly.
The Standing Committee of the National Defense and Security Committee found that the Constitution, the Law on National Defense, the Law on National Security... only stipulate in principle the duties and powers of the President in his role as Commander-in-Chief of the People's Armed Forces and Chairman of the National Defense and Security Council.
" The laws and ordinances developed and passed during the 15th National Assembly's term do not contain provisions related to the duties and powers of the President in his role as Commander-in-Chief of the People's Armed Forces and Chairman of the National Defense and Security Council ," the Standing Committee of the National Defense and Security Committee assessed.
Regarding this task, although the Government has completed the review, there is no specific report yet. Therefore, the Standing Committee of the National Defense and Security Committee requests that the Government report the results of the research and review on this task.
" At the same time, research on the construction of a specialized law to specifically regulate the duties and powers of the President. However, because this is a big issue, related to many legal documents, it is recommended that the Government try to implement it during the term of the 15th National Assembly or in the following years of the term of the 16th National Assembly as determined in Plan No. 81 ," according to the Standing Committee of the National Defense and Security Committee.
