First Congress of the Provincial People's Council Party Committee: Promoting democracy, unity, and innovation in activities in the era of progress.

This morning (July 23), the Party Committee of the Provincial People's Council held its first Congress for the 2025-2030 term. Comrade Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee and Secretary of the Party Committee of the Provincial Party Agencies, attended and directed the Congress.

Comrade Le Thi Kim Dung, Permanent Deputy Secretary of the Provincial Party Committee, and other delegates attended the Congress.

Attending the Congress were Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Secretary of the Party Committee of the Provincial People's Council; members of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Council; the National Assembly delegation; and the Party Committee of the Provincial People's Committee.

The congress's theme is: "Promoting democracy and unity, building a strong and comprehensive Party organization; accelerating digital transformation, and improving the effectiveness and efficiency of the Provincial People's Council to meet the development requirements in the new era."

Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, delivered the closing speech at the Congress.

At the Congress, delegates focused on evaluating the results of the political tasks and Party building work during the 2020-2025 term; determining the direction, objectives, tasks, and solutions for the 2025-2030 term; and discussing and contributing to the draft documents of the Party Congress of the provincial Party agencies and the documents of the 14th National Congress of the Party.

The Presidium listened to the reports and presentations at the Congress.

During the past term, the Party Committee of the Provincial People's Council has promoted the spirit of unity, democracy, and proactive innovation, improving the quality of advisory work, building and promulgating many mechanisms and policies serving socio -economic development and ensuring national defense and security; while also improving the effectiveness of supervision, questioning, receiving citizens, and resolving voters' requests.

The Congress also frankly acknowledged some existing shortcomings, such as inspection and supervision work sometimes lacking thoroughness; the timely handling and reporting of problems from the grassroots level in some areas; and the quality of some verification and advisory activities not meeting requirements.

The Congress set forth the goals for the new term: Building a clean, strong, and comprehensive Party organization; promoting democracy, discipline, innovation, and creativity; improving the quality of operations of the Provincial People's Council and its Office; accelerating comprehensive digital transformation in the activities of the Provincial People's Council; and striving to excellently fulfill the assigned political tasks. The Congress identified three key tasks for the term. These include focusing on innovating and improving the quality of decision-making on important local issues; promptly issuing resolutions on mechanisms and policies, focusing on key tasks and breakthrough areas of the province; strengthening the effectiveness and efficiency of supervision work in a focused, targeted, and practical manner; and improving the quality of Party branch activities and building a team of cadres and Party members capable of meeting the requirements of the new situation.

In her address to the Congress, Comrade Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee, acknowledged and praised the achievements of the Provincial People's Council Party Committee during the past term. She emphasized: This Party Committee held its Congress earliest among the branches and Party committees under the Provincial Party Committee of Party agencies, demonstrating the urgency, determination, and decisive leadership of the Provincial People's Council Party Committee.

The comrade suggested that the Party Committee of the Provincial People's Council continue to promote the spirit of unity and democracy, improve the quality of delegates' activities, and strongly innovate working methods, especially in drafting resolutions that concretize strategic pillars such as digital transformation, international integration, and private economic development.

The comrade also requested the Party Committee of the Provincial People's Council to promptly implement the action program to carry out the Resolution of the Congress, concretizing it into clear tasks and plans, defining individual and organizational responsibilities to quickly put the resolution into practice and make a positive contribution to the overall success of the Party Committee of the provincial Party agencies.

Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee and Secretary of the Party Committee of the Provincial People's Council, presented flowers to the members of the Inspection Committee of the Party Committee of the Provincial People's Council.

The Congress announced decisions appointing the Executive Committee, Secretary, Deputy Secretary, Inspection Committee, Chairman, and Deputy Chairman of the Party Committee's Inspection Committee for the 2025-2030 term. Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, was appointed Secretary of the Party Committee of the Provincial People's Council; Comrades Pham Thi Minh Xuan and Hau Minh Loi were appointed Deputy Secretaries of the Party Committee; and a delegation of 13 comrades attended the First Congress of the Party Committee of the Provincial Party Agencies for the 2025-2030 term.

With the spirit of "Responsibility, innovation, professionalism, and efficiency," the Party Committee of the Provincial People's Council is determined to successfully achieve the set goals and tasks, contributing to building Tuyen Quang province into an increasingly rapidly and sustainably developing province in the new era.
