On May 11, at the foot of Hoa Binh bridge in Hoa Hoi commune, Chau Thanh district, the road leading to the bridge collapsed, attracting public attention.

After a period of review, inspection, assessment of the cause of the incident and providing solutions to overcome the problem, recently, the Department of Construction coordinated with the Provincial Party Committee's Propaganda and Mass Mobilization Department to provide information on the results of the inspection, assessment and solutions to overcome this incident.

Urgently direct the resolution of construction incidents

On May 11, the authorities received a report of a road collapse incident at the MB pier, about 64m long, about 5.5m wide (from 4:30 a.m. to about 6:00 a.m.) with a depth of 3m. At the time of the incident, there were 7 people on the road (1 car carrying 4 people, 2 motorbikes carrying 3 people), 2 people were not injured, 3 people had minor injuries, 2 people were injured and hospitalized (on May 19, 2025, they were discharged from the hospital and returned home), causing damage to 1 car and 2 motorbikes.

Immediately after the incident occurred, the Provincial People's Committee directed the Chau Thanh District People's Committee to urgently deploy and organize traffic diversion, ensuring the smooth movement of people in the area and vehicles; visit the victims affected by the construction subsidence incident (in which the construction contractor - Vu Hoan Company Limited is responsible for the cost and has compensated properly for damaged property, visited people injured by the construction incident); report the construction incident according to Article 44, Decree No. 06/2021/ND-CP dated January 26, 2021; request the District Construction Investment Project Management Board (Project Management Board) (investor), design consultant, appraisal consultant, supervision consultant, construction unit and independent consulting unit (UTC2 Joint Stock Company under the University of Transport) to urgently inspect, determine the cause, and promptly propose a solution.

Determine the cause of the problem

Tay Ninh Provincial Department of Construction has presided over and coordinated with relevant agencies to conduct a review, inspection and assessment. Accordingly, the inspection results determined that The main cause of the incident was that the approach road to the bridge was constructed on weak ground (Layer 1a: The mud layer is about 10.5m thick, which is a weak soil layer in the geological cross-section. The design consultant did not provide a thorough solution. The design capacity of the individual in charge of technical design is still limited, leading to the input data in the design calculation appendix being unreasonable compared to the results of the geological survey - construction drawing design.

During the construction process, the construction supervision consultant and contractor failed to promptly detect and issue warnings about subsidence. In addition, in order to speed up the construction progress, the construction unit used vibrating rollers and heavy-duty vehicles, which destroyed the geological structure of the construction area.

Regarding the construction diary and completion records, the individuals directly involved in the construction unit and the supervision consultant unit lacked inspection and recommendations on solutions for handling the roadbed leading to the embankment bridge on weak ground, and did not pay attention to monitoring the subsidence and stability (horizontal displacement) of the roadbed during construction. In particular, there was a lack of inspection and recommendations on settlement exceeding the limit.

Construction project troubleshooting plan

Based on determining the cause of the incident and the responsibilities of the parties, the Provincial People's Committee has directed departments, branches, and functional agencies to coordinate with relevant agencies and units to closely coordinate and promptly overcome the incident, such as:

The investor coordinates with departments, branches, sectors and consulting units to inspect the current status of the entire structure of the project, especially the roadbed in the area where the incident occurred.

An independent consulting unit (UTC2 Joint Stock Company under the University of Transport) conducted additional geological surveys and drilling and proposed a unified solution to treat weak ground.

The provincial police deployed local police forces to maintain order and safety during the recovery process.

The Department of Construction organizes the appraisal of design documents and incident remedial measures, including: the approach road to the bridge on Abutment B, the approach road to the bridge on Abutment A, and checks the stability and structural safety of Hoa Binh Bridge; provides technical guidance to related sectors during the incident remedial process; presides over the monitoring of the progress and quality of incident remedial construction, promptly reports to the Provincial People's Committee on arising issues, and periodically reports the progress of handling to the Provincial People's Committee on a weekly basis.

Chau Thanh District People's Committee develops a plan to overcome the incident according to the appraised and approved design documents; directs Chau Thanh District Construction Investment Project Management Board (investor), consulting, construction and construction supervision units to agree on solutions and specific implementation steps, organize incident resolution according to the appraised and approved plan, not arising from the State budget.

In addition, the District People's Committee is responsible for supervising the construction process; checking and urging progress; handling or recommending handling of arising problems; directing independent consulting units to provide complete documents for appraisal and construction, sending experts to participate in technical support as required during the implementation process; directing investors to report on the implementation progress periodically every Wednesday to the Chau Thanh District People's Committee, the Department of Construction synthesizes the report to the Provincial People's Committee.

After the repair is completed, coordinate with departments, branches and independent consultants to evaluate the load-bearing capacity and safety of the entire project before putting it into operation.

Units urgently work to fix the problem.

Troubleshooting time is about 50 days, no state budget incurred

Based on technical inspection and assessment, the Provincial Department of Construction and relevant agencies and units propose to deploy technical solutions to overcome the incident to ensure stability, safety and sustainability in the following directions:

Applying the cement-soil pile method (Cement Deep Mixing – CDM, is a method of reinforcing weak soil by using cement mixed with on-site soil to create piles with higher strength and stability than natural soil. This process is usually done by drilling deep into the ground, then pumping and mixing cement with the surrounding soil, forming a homogeneous mass) D800, pile length from 10.6m to 14.8m, pile center distance 1.7m (square grid arrangement) to reinforce weak soil of the bridge approach road, ensuring long-term stability.

Reconstruct the foundation, foundation, and road surface structures according to the approved and assessed design documents; re-check the stability conditions of the foundation and the approach road structures at both ends of the bridge, and at the same time conduct a safety assessment of the Hoa Binh bridge (bearing capacity, conditions for the project to be put into operation).

Mr. Dang Hoang Chuong - Deputy Director of the Provincial Department of Construction said that the time to fix the problem is about 50 days, from the date of starting construction (expected from June 11, 2025 to July 30, 2025). Fixing the problem does not incur any State budget. Units involved in design and construction (such as design consultants, appraisal consultants, supervision consultants, construction units) commit to take full financial responsibility for all costs of fixing the problem.
