Reporting at the meeting, Minister of Culture, Sports and Tourism Nguyen Van Hung said that the promulgation of the Law on Cultural Heritage (amended) aims to perfect the provisions of the current law on cultural heritage, overcome the limitations and shortcomings after 23 years of implementing the Law on Cultural Heritage 2001 and 15 years of implementing the Law on Cultural Heritage amending and supplementing a number of articles of the Law on Cultural Heritage 2009 on institutions, creating a legal basis for a new step of development in activities to protect and promote the value of cultural heritage. Reviewing the draft Law, Mr. Nguyen Dac Vinh - Chairman of the National Assembly's Committee on Culture andEducation said that the Standing Committee of the Committee on Culture and Education agreed with the need to comprehensively amend the Law on Cultural Heritage. The amendment of the Law aims to continue to institutionalize the Party's viewpoints and policies, overcome difficulties and obstacles, resolve arising issues, improve the effectiveness and efficiency of management, protection and promotion of cultural heritage values. However, Mr. Vinh requested that the drafting agency continue to research and develop policies with focus, key points and sustainability. Ensure the rights, legitimate interests and participation of the community and people. In accordance with practical requirements and specific characteristics in protecting and promoting the values of each type of cultural heritage. At the same time, focus on reviewing policies, especially policies on investment and support from the State. Socialization policies, application of science and technology, digital transformation, human resource development to ensure specificity, transparency, efficiency, feasibility, and consistency in the legal system.

Meanwhile, according to Chairman of the National Assembly's Law Committee Hoang Thanh Tung, it is necessary to further review the consistency of the draft Law in the legal system, and at the same time review to overcome overlapping issues between the Law on Cultural Heritage and other laws. Along with that, it is necessary to continue reviewing administrative procedures and business investment conditions, some additional issues have not yet been assessed for impact.

Regarding the consistency of this draft Law with other laws, according to Mr. Tung, the draft Law on Archives (amended) will be commented on and approved at the upcoming 7th Session.

Speaking at the meeting, National Assembly Chairman Vuong Dinh Hue emphasized that cultural heritage should be considered a resource for development, and should be preserved and promoted. The relationship between preservation and promotion should be reviewed in the overall legal document with the spirit of development creation.

From there, the National Assembly Chairman suggested that the Drafting Committee study and consider supplementing policies and strategies on cultural industry, cultural market, digital transformation of culture, digitalization of cultural heritage, public-private partnership, cultural economy to implement the policy of increasing resources, promoting socialization for conservation and protection activities. "For example, in Hue, the State's resources are only a part, if private resources participate, it will be promoted, and tourism will resonate" - the National Assembly Chairman stated.

In addition, the National Assembly Chairman suggested continuing to review to ensure compatibility and synchronization of this draft Law with laws in the legal system such as: Investment Law; Public Investment Law; Land Law; Law on Belief and Religion; Law on Environmental Protection; Law on Investment under the public-private partnership model.

The National Assembly Chairman also suggested that it is necessary to study and supplement a number of specific policies and strategies to preserve and promote the cultural heritage of ethnic minorities, mountainous areas, islands, and rare cultural heritages at risk of being lost.

Explaining, Minister Nguyen Van Hung added that there are currently more than 20 laws related to heritage, which have been reviewed to avoid overlapping regulations, and the draft Law has inherited the regulations that are still stable and developable from the current Law. Based on the opinions at the meeting, the drafting agency will study to complete the draft Law.

Concluding the meeting, Politburo member and Permanent Vice Chairman of the National Assembly Tran Thanh Man said that the National Assembly Standing Committee agreed with the policy of comprehensively amending the Law on Cultural Heritage. This is a draft Law related to many fields and many laws. Therefore, the drafting agency and the reviewing agency will study and absorb the opinions expressed at the meeting.

On the same day, the National Assembly Standing Committee gave its opinion on the draft Law on Juvenile Justice. Presenting the draft Law, Deputy Chief Justice of the Supreme People's Court Nguyen Van Tien said that the draft Law stipulates 16 humane, progressive and specific principles to protect juveniles in criminal justice, such as: ensuring the best interests of juveniles; ensuring friendly procedural procedures; the right to full and timely information; prioritizing the application of diversionary measures; specialized handling; ensuring personal confidentiality.

Examining the draft Law, Ms. Le Thi Nga - Chairwoman of the National Assembly's Judicial Committee said that the draft Law, as a specialized law, stipulates many innovative policies on juvenile justice, which will lead to the need to amend and supplement a number of laws such as the Penal Code, the Criminal Procedure Code, and the Law on Enforcement of Criminal Judgments.

From there, Ms. Nga suggested that the Supreme People's Court continue to fully review and propose amendments to relevant regulations to ensure the consistency of the legal system. Supplement a more complete impact assessment for a number of new policies, creating conditions to ensure implementation.
