According to Decision No. 6491-QD/TU dated June 1, 2025 of the Executive Committee of the Dien Bien Provincial Party Committee, on the establishment of Dien Bien Phu Newspaper on the basis of merging Dien Bien Phu Newspaper and the Provincial Radio and Television Station.
Comrade Vu Van Thuong was appointed Editor-in-Chief of Dien Bien Phu Newspaper. Comrades: Tran Van Toai, Nguyen Thi Tuoi (Deputy Editors-in-Chief of Dien Bien Phu Newspaper); Dang Hai Trieu, Nguyen Hung Cuong (Deputy Director of Provincial Radio and Television Station) were appointed Deputy Editors-in-Chief of Dien Bien Phu Newspaper.
Dien Bien Phu Newspaper officially came into operation under the new model from June 15, 2025, as a public service unit under the Provincial Party Committee with 7 specialized departments: Office; Technical and Technology Department; Secretary-Editor Department; Current Affairs- Politics Department; Electronics and Digital Content Production Department; Ethnic Radio and Television Department; Specialized-Arts and Entertainment Department. After the arrangement, Dien Bien Phu Newspaper has 133 civil servants (of which, 106 people working on state budget salaries were adjusted from the government sector to the Party sector).
Congratulating, acknowledging and appreciating the important contributions of the collective of the two agencies: Dien Bien Phu Newspaper and the Provincial Radio and Television Station in the past time, including comrade Pham Ngoc Han and comrade Luong Van Xuyen; comrade Tran Quoc Cuong affirmed that the merger of the two press agencies is a correct policy, in line with practical requirements, demonstrating political determination in streamlining the apparatus, improving the efficiency of press activities, especially in the context of strong digital transformation and increasingly diverse and extensive information needs of the public.
Colonel Vu Van Dau was transferred to hold the position of Director of Dien Bien Provincial Police.
Provincial Party Secretary Tran Quoc Cuong suggested that the Dien Bien Phu Newspaper after the merger should promote its role as the official information agency of the Party Committee, government and people of all ethnic groups in the province; continue to maintain political courage, solidarity, overcome initial difficulties, constantly innovate propaganda content and forms, build a comprehensively strong agency, truly become the "strategic communication center of the province" in the new period.
The Provincial Party Secretary also requested the Editorial Board of Dien Bien Phu Newspaper to lead and urgently arrange the organizational structure, assign tasks, develop working regulations; and promptly organize the first Congress of the Dien Bien Phu Newspaper Party Committee for the 2025-2030 term.
The goal is to quickly stabilize the organization, promote the combined strength of the staff, reporters, and editors, and gradually build a modern press agency that meets the information needs of the digital age. For newly appointed comrades, it is necessary to promote exemplary and pioneering roles, build a united and cohesive leadership team, and be an example for the staff to follow.
On behalf of the assigned comrades, Editor-in-Chief of Dien Bien Phu Newspaper Vu Van Thuong thanked the provincial leaders and the Provincial Party Secretary for their trust and assignment. Comrade Vu Van Thuong promised to unite with the leadership, staff, civil servants and workers, constantly innovate and create, gradually improving the quality of content and propaganda forms of the provincial press agency in the new period. Editor-in-Chief of Dien Bien Phu Newspaper hopes to continue to receive the attention and cooperation of provincial departments, branches, sectors, Party committees and authorities at all levels so that Dien Bien Phu Newspaper can successfully fulfill its assigned mission.
Also at the conference, the Dien Bien Provincial Party Committee announced the Decision of the Provincial Party Committee Standing Committee on the transfer of Comrade Luong Van Xuyen (Director of the Provincial Radio and Television Station) to hold the position of Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department. Comrade Pham Ngoc Han (Editor-in-Chief of Dien Bien Phu Newspaper), Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, will retire from July 1, 2025.
