Dien Bien deploys the "Digital Literacy" movement: Popularizing digital knowledge and skills for people

Aiming at the goal of universalizing digital knowledge and skills for all people, contributing to building a digital society, developing digital government, digital economy and digital citizens, Dien Bien Provincial Party Committee has just issued a Plan to deploy the movement "Digital Education for All" in the whole province.

The movement clearly identifies the central role of the people in the national digital transformation process. At the same time, it emphasizes the leadership, orientation and implementation of Party committees and authorities at all levels, the accompaniment of political and social organizations in propaganda work, raising awareness and launching a widespread digital learning emulation movement to every village, hamlet and residential group. Mass organizations, businesses, educational institutions and technology units play a core role in building a diverse, rich and flexible digital learning ecosystem suitable to the characteristics of each target group. Along with that, functional agencies will focus on building support mechanisms and policies, removing institutional bottlenecks, creating favorable conditions to promote comprehensive digital transformation, ensuring the motto "no one is left behind".

The movement strongly encourages the spirit of self-study and self-improvement of digital knowledge and skills among cadres, civil servants, public employees, workers, citizens and the business community. Each individual is encouraged to proactively exploit digital services, platforms and technologies - especially the application of artificial intelligence - to improve work efficiency and quality of life. On that basis, models such as "digital units", "digital communities", "digital families" and "digital citizens" will be built and spread.

The "Digital Literacy for All" movement has been implemented methodically, flexibly and creatively, associated with major policies such as: Project "Raising awareness, popularizing skills and developing human resources for national digital transformation"; movement "The whole country competes to build a learning society"; digital transformation plans and projects of Dien Bien province.

In 2025, the province sets specific targets: Over 80% of adults will be literate, have basic knowledge of digital transformation, digital skills and know how to use smart devices to exploit essential digital services; over 120,000 people will be confirmed to have met the standards of universalizing digital skills on the VNeID platform; 90% of officials, civil servants, public employees and workers in the public sector will be trained in digital knowledge and skills; 100% of high school and university students will be equipped with safety skills in learning and interacting in the digital environment.

In particular, the movement will periodically organize "National Digital Learning Festival" on October 10 every year, combining in-person and online forms with many practical activities such as: seminars, digital platform experiences, community classes, instructions on using smart devices and essential applications (VNeID, online public services, digital payments, etc.).

Along with that, Dien Bien province will operate a mass open online learning platform, develop a virtual learning assistant using artificial intelligence, build standardized documents suitable for each subject, aiming to assess and confirm digital skills for learners through a digital platform integrated with VNeID. Deploy models and movements to spread digital skills to the community ("Digital Ambassador" network; Launch the "Digital Family" movement; "Digital Market - Digital Rural Area" model; "Each Citizen - A Digital Identity" model; "Community Digital Technology Group" model; "Youth join hands to popularize digital skills" campaign; Invest in telecommunications infrastructure and support smart devices)

To ensure synchronous, effective and appropriate implementation in accordance with local realities, the Provincial People's Committee assigned the Department of Science and Technology to preside over and coordinate with departments, branches and localities to develop an Action Program and assign specific tasks to each agency and unit. The implementation of the movement will be organized in accordance with legal regulations, in conjunction with the viewpoints, goals and solutions in the province's Digital Transformation Master Plan./.
