Despite the difficult socio-economic conditions, Dien Bien province always pays attention to investing resources in building more schools and classrooms every year, ensuring learning conditions for children of ethnic minorities. Party committees, authorities, and socio -political organizations actively call for and mobilize social resources to build more classrooms and solid housing, contributing to improving learning and living conditions for students in mountainous and border districts.
Dien Bien prioritizes resources for building schools and classrooms.
According to the Standing Deputy Secretary of the Dien Bien Provincial Party Committee, Mua A Son, since the separation of Lai Chau province (old) into two provinces, Dien Bien and Lai Chau, despite many difficulties, after only 46 days of launching and operating, the Executive Committee of the Dien Bien Provincial Party Committee has issued a resolution to determine the importance of developing the scale and speed of the fields of study and levels of study, along with improving the qualityof education and training.
The Executive Committee of the Dien Bien Provincial Party Committee always pays attention to directing local Party committees, authorities, and organizations to prioritize mobilizing and integrating resources to invest in building schools and classrooms, and implementing the task of educational and training innovation. At the provincial level, although it has to rely on more than 90% of the budget from the Central Government every year, Dien Bien always allocates more than 20% of the budget for education and training. Specifically, in 2021, Dien Bien province will allocate 26.96%, in 2022 it will allocate 25.08%, in 2023 it will allocate 22.58%, and in 2024 it will allocate 31% of the budget for education. According to the plan, in the 2021-2025 period, Dien Bien has allocated 971.8 billion VND (accounting for 13.8%) of medium-term public investment capital for projects in the field of education and training.
In Tuan Giao district, the allocation of funding for school and classroom investment is carried out in accordance with current regulations. However, to suit practical conditions and create motivation to promote teaching and learning in disadvantaged communes, the district has allocated resources to build and repair classrooms and schools in ethnic minority areas. Head of the Department of Education and Training of Tuan Giao district, Do Van Son, said: Implementing projects under national target programs, the entire district has allocated 79.446 billion VND to build school and classroom infrastructure for ethnic minority boarding schools in the communes of Ta Ma; Phinh Sang, Na Tong, Muong Mun, Khong Hin. Thanks to that, in the 2023-2024 school year, the rate of solid classrooms in the entire Tuan Giao district has reached more than 89.3% (1,029/1,152 classrooms).
Mr. Pham Thiet Chuy, Head of the Department of Education and Training of Muong Nhe district, shared: Every year, the district's budget for investing in the construction of schools and classrooms accounts for more than 30% of the district's total budget expenditure. Thanks to that, in the past 10 years, Muong Nhe has completely eliminated temporary classrooms made of bamboo and thatch; currently, the district has nearly 900 classrooms that meet the standards of solid and semi-solid classrooms; the rate of schools that meet national standards accounts for more than 51% of the total number of schools in the district. With this approach, in the period of 2020-2025, Nam Po district received attention from the Party Committee and government to invest in building 145 new classrooms with a total cost of 91.9 billion VND; in the 2023-2024 school year, Nam Po built 47 classrooms with a total investment of more than 40.9 billion VND.
In the 2021-2024 period, the province mobilized 363.1 billion VND from socialized sources to build classrooms, dormitories, and public offices, and support school supplies, clothes, and books. Hundreds of new classrooms were built in villages and hamlets from socialized sources in the province, meeting the learning needs of tens of thousands of students who are children of ethnic minorities.
According to Director of the Department of Education and Training of Dien Bien province Nguyen Van Doat: In 2013, the province had 6,955 classrooms, of which only 3,815 were solid and semi-solid (54.85%); the rest were temporary classrooms. It is worth mentioning that among the solid classrooms, preschool level had the lowest percentage of solid classrooms (43.73%), while the higher levels were 45.15% (primary), 84% for middle school and 95.83% for high school.
However, thanks to the attention of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, prioritizing the allocation of public investment capital and annual career budgets, integrating capital from national target programs (socio-economic development in ethnic minority and mountainous areas; sustainable poverty reduction; new rural areas) to invest in infrastructure, up to now, the rate of solid and semi-solid classrooms in the whole province has reached 97.2%; the rate of solid and semi-solid dormitories for ethnic minority boarding students has also reached more than 91.6%. At the end of the last school year, the whole province had 365/464 kindergartens and general schools (accounting for 78.66%) recognized as national standard schools; 372/464 kindergartens and general schools (accounting for 80.17%) achieved educational quality accreditation.
Comrade Mua A Son affirmed that the achieved results are substantial actions that contribute significantly to taking care of the education and learning of children of ethnic minorities, so that students in disadvantaged areas can enjoy equal and better learning conditions than elsewhere, helping students and parents feel secure in letting their children study. At the beginning of this school year (2024-2025), the education sector and related units of Dien Bien province proactively consulted and prioritized capital to invest in completing temporary classrooms, strengthening facilities and equipment for learning to meet teaching and learning requirements, especially the system of ethnic minority boarding and semi-boarding schools to ensure fairness in access to education and meet the learning needs of ethnic minority students.
