Dien Bien and 3 provinces in Northern Laos strengthen cooperation in 9 fields

Representing the delegations of the three provinces, there were comrades: Comrade Kham Phoi Van Na San, Member of the Central Committee of the Lao People's Revolutionary Party, Secretary, Governor of Phongsaly Province; Comrade Kham Khan Chan Tha Vi Suc, Member of the Central Committee of the Lao People's Revolutionary Party, Secretary, Governor, Head of the delegation of Luang Prabang Province; Comrade Bun Khong La Chiem Phon, Alternate Member of the Central Committee of the Lao People's Revolutionary Party, Secretary, Governor, Head of the delegation of Udomxay Province.

On the side of Dien Bien province, there were comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Dien Bien Provincial Party Committee; leaders of the People's Council, People's Committee, Fatherland Front Committee of the province and delegations of four districts bordering Laos, including: Nam Po, Muong Cha, Muong Nhe, Dien Bien.

Welcoming the delegation of three northern Lao provinces to attend the talks in Dien Bien province, comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Dien Bien Provincial Party Committee affirmed that the visit and talks of the three provinces in Dien Bien province today is a very meaningful activity, strengthening the friendly relations and close cooperation; contributing to fostering the great friendship, special solidarity and comprehensive cooperation between the two Parties and the two countries of Vietnam and Laos.

Comrade Kham Khan Chantha Vi Suc, Member of the Central Committee of the Lao People's Revolutionary Party, Secretary, Governor, Head of the delegation of Luang Prabang province attended the talks.

Recalling the minutes of the talks signed by Dien Bien province with the Party Delegation and the Phongsaly provincial government on July 16, 2022; the minutes signed with Udomxay province on July 17, 2022 and Luang Prabang province on July 18, 2022, Secretary of Dien Bien Provincial Party Committee Tran Quoc Cuong said: In accordance with the contents of the signed minutes, during the period of 2022-2024, the parties regularly exchanged information and situations; paid attention to important political and social events of each side; promoted and facilitated cooperation in all fields.

Specifically, in the spirit of support, solidarity, and contribution to maintaining the special friendship, in the period of 2022-2024, all levels and sectors of Dien Bien province have welcomed and worked with 69 delegations from the three provinces to visit and work; along with that, Dien Bien province has sent 68 delegations to work and exchange experiences with the three provinces. In the areas of signed cooperation: Party building and political system, national defense-security and judicial activities, economic development, culture-society, people-to-people relations in the border area... all have been implemented by Dien Bien province and the three provinces through regular activities of organizing talks, exchanging experiences, supporting training and coaching for cadres, armed forces and students. During this period, Dien Bien province has supported the three provinces with 26 billion VND to build welfare works to serve the lives and security of the people of the northern provinces of Laos.

Highly agreeing with the assessment of the cooperation results between Dien Bien province and the three provinces achieved in the past time, at the meeting, comrades: Kham Phoi Van Na San, Kham Khan Chan Tha Vi Suc and comrade Bun Khong La Chiem Phon, head of the delegation of the three provinces, all affirmed that the results achieved in the past period contributed significantly to the common success of each province in economic development, ensuring national security and defense and protecting the border between the two sides to always be stable and peaceful.

Promoting the experience and achievements in the past period, in the spirit of openness and solidarity, at the meeting, the delegation of Dien Bien province and three northern Lao provinces signed a memorandum of understanding on cooperation for the period 2025-2027 with nine contents: Strengthening friendly relations and building the political system; economic development and investment cooperation; trade, services; industry, construction, transportation; agriculture, forestry; education-training, health, culture, society, tourism; digital transformation and communications; coordination in ensuring national defense, security and judicial activities; people's foreign affairs.

Comrade Tran Quoc Cuong, Secretary of Dien Bien Provincial Party Committee, said: To specify the contents of the signing of the talks, the leaders of the Party, the government of Dien Bien province and the delegations of the three provinces: Phongsaly, Udomxay, Luang Prabang also agreed to create favorable conditions for delegations of departments, agencies, branches, socio-political organizations of the province, districts, towns, and cities to exchange, interact, and learn experiences in the fields of interest to the parties. Promote people-to-people and cultural exchanges, especially among the younger generation, to develop the economy and learn about the culture and traditions of each side.

In the fields of investment, economic development support, transportation, and trade, the provinces will continue to create favorable conditions for organizations, businesses, and individuals of all parties to cooperate in investment and economic development; strengthen promotion and expand cooperation in tourism development; coordinate to improve the quality of passenger transport routes from Dien Bien province to three provinces: Phongsaly, Luang Prabang, Udomxay and vice versa.

Strengthening the direction of functional forces to improve the effectiveness of coordination work; regularly exchanging information, professional and technical experience; focusing on fighting and preventing crimes, especially drug-related crimes, autonomous separatist activities, and arresting wanted criminals; maintaining security and order in the border area between Dien Bien province, Phongsaly province and Luang Prabang province to be stable and developed.
