Accordingly, the Provincial People's Committee agreed to separate the content of compensation, support, resettlement and site clearance into independent component projects.
Specifically, the project will carry out compensation, support, resettlement, and site clearance for the cemetery expansion with an area of about 4 hectares. This policy aims to carry out site clearance in advance from the local budget in 2025, thereby contributing to speeding up the project's implementation progress.
The work of compensation, support, resettlement, and site clearance is separated to be implemented in parallel with the steps of implementing the construction investment project to speed up the implementation progress. After the compensation, support, resettlement, and site clearance are completed, the competent authority managing the recovered land fund will hand over the cleared site to the investor to start construction.
The competent authority in charge of land fund management shall directly organize the implementation of compensation, support, resettlement, site clearance and supervise and inspect the implementation of compensation, support, resettlement, and site clearance to ensure progress according to plan, without overlapping with the steps of implementing investment projects according to public investment regulations, promptly resolve difficulties and problems as well as ensure the legitimate rights of people whose land is recovered.
Hill 82 Martyrs' Cemetery - Tay Ninh in Thanh Tay Commune, Tan Bien District, is the resting place of more than 15,000 martyrs from different periods of resistance wars to protect the Fatherland, and Vietnamese volunteer soldiers who sacrificed their lives in the war to protect the southwestern border.
The investment policy for the project to upgrade the Martyrs' Cemetery of Hill 82 - Tay Ninh aims to ensure sufficient scale to bury the remains of martyrs who died in Cambodia that the province and Military Region 7 are continuing to search for and collect; and to relocate small cemeteries to the Martyrs' Cemetery of Hill 82 - Tay Ninh.
At the same time, it meets the goal of upgrading, building and renovating a spacious and worthy cemetery to hold memorial services, funerals, burials and memorials for heroic martyrs in general and martyrs and Vietnamese volunteer soldiers who sacrificed their lives during the wars to protect the Fatherland in Cambodia. This is also a red address to return to the source,educating revolutionary traditions for the young generation today and tomorrow.
The investment policy for the project to upgrade the Martyrs' Cemetery of Hill 82 - Tay Ninh was approved by the Provincial People's Council in Resolution No. 185/NQ-HDND dated September 25, 2024. The project has a total estimated investment of more than 204 billion VND, with the Central Government supporting a maximum of 160 billion VND, and the remainder being balanced from the provincial budget.
The project is upgraded on an area of about 31.9 hectares, including: the current area of Hill 82 Martyrs' Cemetery is 26.7 hectares; the area of R Postal and Information Service Martyrs' Cemetery is 1.2 hectares; the area planned for expansion is about 4 hectares. The project will be implemented in 2024 and is expected to be completed in 2027.
The cemetery was renovated and upgraded with the following items: Renovation of the main road leading to the cemetery; renovation and upgrading of existing tombstones; renovation of warehouse 1 and rest huts; demolition of warehouse 2; renovation of the memorial stele of the Finance Department, the memorial stele of the Education and Training sector, the memorial stele of the People's Medical Department; renovation of the Memorial of the Youth Volunteers for the Liberation of the South.
In addition, the yard, trees, internal roads; existing drainage system; renovation and reinforcement of the earth retaining wall; repair and replacement of pumping stations and installation of water supply pipes for both sides of the area in front of the Memorial; renovation of the lighting system; renovation of the memorial relief; repair and patching of cracks on the pillars; renovation of trees in the area in front of the Memorial.
The project is developed synchronously, connecting and effectively exploiting the tourism route to the national relic source such as the Southern Central Bureau Base, border gate tourism (Xa Mat International Border Gate, Tan Nam International Border Gate, Chang Riec Border Gate), eco-tourism of Lo Go - Xa Mat National Park, national tourism of Ba Den Mountain, Cao Dai Tay Ninh Holy See on National Highway 22B, forming a complex of revolutionary historical relics, eco-tourism, and spirituality of the journey to the source to contribute to the development of tourism in Tay Ninh province.
