The conference was co-chaired by Dr. Nguyen Minh Nhut - Deputy Head of the Culture and Social Committee of the Ho Chi Minh City People's Council and Deputy Directors of the Ho Chi Minh City Department of Culture and Sports : Nguyen Minh Nhut, Do Phuoc Trung, Nguyen Thanh Phong.
One of the issues that delegates and experts focused on discussing was the situation of duplicate street names in many areas.
According to Associate Professor Dr. Ha Minh Hong - Ho Chi Minh City Historical Science Association, there are currently street names appearing in 2 or more wards and communes, in some cases, one name is given to 5 different streets. Examples include Phan Van Tri Street appearing in Cho Quan Ward and An Dong Ward; Tan My Street in Tan Thuan Ward and Tan My Ward; Nguyen Thi Nho Street in Phu Tho Ward and Minh Phung Ward; Chu Van An Street in Thu Duc Ward and Tang Nhon Phu Ward, etc.

He also pointed out 3 main reasons leading to the situation of duplicate street names including: historical factors (the merger of Ho Chi Minh City from 3 provinces/cities in 2025 has similarities with the merger of Saigon City with Gia Dinh province in 1975); historical and cultural imprints (street names are often associated with famous people, places, and events, so they are prone to duplication); spontaneous (after 1975 to before 1995, when there were no specific regulations on authority, many districts spontaneously named new streets).
From the above reality, the delegates proposed many adjustment solutions such as: keeping the old name and adding more geographical information (ward/commune); considering removing names with little meaning to replace them with names of events, places, and typical characters;...
Referring to the renaming of streets in Hanoi, Da Nang and other major cities in the world such as Tokyo (Japan), New York (USA), Dr. Nguyen Minh Nhut - Deputy Head of the Culture and Society Committee of the Ho Chi Minh City People's Council pointed out that, in principle, renaming should be based on historical and cultural factors, limiting the change of old street names and respecting the wishes of the community. When it is really necessary to rename a street, there should be a specific roadmap, a plan to support the change of documents and ensure a synchronous urban management system, without disrupting people's lives.

Speaking at the conference, Deputy Director of the Ho Chi Minh City Department of Culture and Sports Nguyen Minh Nhut proposed to soon develop and submit new regulations on naming and renaming streets and public works.

At the same time, he affirmed: “The work of naming and renaming streets is not only an administrative task for urban management but also contributes to creating the cultural identity of each locality. Therefore, adjustment plans need to take the consensus of the people as the center, take the interests of the community as the foundation, take close coordination with legal procedures, ensure harmony between science and practice on the basis of specific historical perspectives as important and regular”.
