Many units and investors have disbursed over 50%.
The last months of the year are the "sprint" period for all levels, sectors, units and localities to complete the targets and plans for disbursing public investment capital sources. Mr. Pham Hong Quang - Director of Nghe An Department of Planning and Investment said that as of mid-August 2023, many units and investors have disbursed over 50% of the public investment capital plan, including 4 districts: Nam Dan (66.39%), Tan Ky (61.23%), Do Luong (56.57%), Thanh Chuong (51.35%); and 20 investor units (outside the district).
In which, some units have large capital such as: Provincial Police (94.45%), Traditional Medicine Hospital (88.67%), Nghe An Northwest Irrigation One Member Co., Ltd. (75.16%), Nghe An South Irrigation One Member Co., Ltd. (71.16%), Department of Transport (66.27%), Provincial Business Bloc Party Committee (51.57%)...
In the whole province, as of mid-August 2023, the total concentrated public investment capital of the province had disbursed VND 2,438,538 billion, reaching 34.18% of the plan. Of which, the public investment source in 2023 had disbursed VND 2,011,435 billion, reaching 36.02% of the plan, higher than the same period in 2022 (33.37%) with 3 sources of disbursement achieving quite well, including: source of the National Target Program on New Rural Construction (66.46%); local budget source (43.98%); central budget source - domestic capital (37.72%).
To speed up the progress of public investment disbursement and achieve the disbursement target of over 95%, the Provincial People's Committee held a conference for the whole province on the situation of public investment disbursement. In addition to recognizing the causes, difficulties and obstacles affecting the disbursement progress, the conference also proposed "strong" measures to help units and investors plan the disbursement of capital sources. Including continuing to adjust and transfer capital sources and investors to increase the feasibility of project disbursement.
Resolutely adjust and transfer capital and investors
Implementing capital transfer and adjustment, in July 2023, the leaders of the Provincial People's Committee and the Provincial People's Council adjusted down the 2023 public investment plan from the local budget for 6 projects with a total capital of 74,347 billion VND, including: Road project from Pha Khao village, Mai Son commune, Tuong Duong district to Milestone 390; Investment project to improve measurement and testing capacity for Nghe An Technical Center for Standards, Metrology and Quality; Project to build Nghe An Oncology Hospital (phase 2); Project to build drainage ditches along Le Nin street, Truong Thi ward (Vinh city); Project of working headquarters of the Party Committee, People's Council, People's Committee of the communes: Yen Thang, Xieng My, Tam Hop, Huu Khuong, Nhon Mai and Mai Son (Tuong Duong); Project to build infrastructure for digital transformation of Nghe An province.
More than 74 billion VND reduced from the above 6 projects was additionally poured into 3 projects including: the Vinh - Cua Lo connecting road (phase 2) was increased by 48,347 billion VND, bringing the total local budget public investment capital for this project in 2023 to 98,347 billion VND.
Do Cung Bridge across Lam River, Thanh Chuong District has been supplemented with 15 billion VND, thus, the total local budget public investment capital for this project in 2023 will reach 70 billion VND. The remaining 11 billion VND will be allocated for the renovation and repair of Provincial Road 539C, section Km7 - Km16+50.
In the coming time, the Provincial People's Committee will continue to assign departments and branches to review and adjust capital plans for slow-disbursement projects. Specifically, the Department of Planning and Investment will continue to review and evaluate the disbursement capacity of each project to advise on capital adjustment; cases of adjustment under the authority of the Provincial People's Committee will advise on adjustment as soon as necessary. Cases of adjustment under the authority of the Provincial People's Council will be continuously reviewed monthly from September 2023, and reported to the Provincial People's Council to organize specialized meetings for timely adjustment, contributing to accelerating the capital disbursement progress.
For projects with complex structures and high value but the investor's capacity does not meet the requirements, causing the project to slow down, Chairman of the Provincial People's Committee Nguyen Duc Trung assigned the Department of Planning and Investment to preside over and coordinate with the investor to study and propose transferring the investor to specialized management boards to ensure the project is implemented with quality, efficiency and on schedule. In the immediate future, the investor of the Traffic Road Project to the center of Nhon Mai and Mai Son communes, Tuong Duong district will be transferred from the People's Committee of Tuong Duong district to the Department of Transport for timely implementation, ensuring the completion of the 2023 plan.
As for the 3 National Target Programs, to accelerate the disbursement of projects, the Provincial People's Committee affirmed that it will implement many more drastic groups of solutions. Including reviewing and issuing missing documents under the province's authority to complete before the fourth quarter of 2023. Directors of departments, branches, and chairmen of district People's Committees shall strengthen their grasp of the progress of each specific project, assign responsibilities to each individual in managing and organizing the implementation of projects; take the results of leadership, direction of implementation and disbursement of National Target Programs as the basis and criteria for evaluating the results of year-end task implementation; promptly replace, transfer, and arrange additional qualified staff to meet the requirements of advising and assisting in the implementation of National Target Programs.
With the viewpoint of determining that accelerating the implementation progress and disbursement of public investment capital is a key political task of 2023, the Party Committee of the Provincial People's Committee issued Resolution No. 418-NQ/BCSĐ dated July 31, 2023 on promoting the allocation and disbursement of public investment capital, 3 National Target Programs and the Program for socio-economic recovery and development in Nghe An province for the period 2023-2025.
To support localities, units, and investors in accelerating the disbursement of public investment, Nghe An Provincial People's Committee has established Working Groups to direct and promote the implementation of the 2023 plan, including the Working Group on public investment in Decision No. 203/QD-UBND dated January 19, 2023 and assigned tasks to Vice Chairmen of the Provincial People's Committee, Directors of relevant departments, branches and sectors to monitor, direct and urge the progress of projects in each field.
