Electronic identification (e-ID) is a type of digital account issued by a competent authority, usually a state agency, to verify the identity of an individual or organization in online transactions. In Vietnam, electronic identification has been deployed through the national electronic identification and authentication system, integrated on the VNeID application developed by the Ministry of Public Security . The electronic identification account includes information such as full name, date of birth, identity card number/citizen identification card, and biometric data (fingerprint, face).
Electronic identification helps people carry out administrative procedures, bank transactions, pay bills, or authenticate their identities on digital platforms quickly and securely. According to statistics from the Ministry of Public Security, as of May 2025, more than 70 million electronic identification accounts have been activated nationwide, showing increasing popularity.
Using electronic identification brings many outstanding benefits. First of all, it helps save time when performing administrative procedures online without having to go to a government agency. For example, people can register for insurance, declare taxes, or renew their driver's license with just a few steps on the VNeID application. Second, electronic identification enhances security thanks to the integration of biometric authentication technology, reducing the risk of identity fraud. In addition, the use of electronic identification also contributes to promoting national digital transformation, creating a foundation for modern online public services.
Risks from subjectivity and ignorance
Although registration and use are encouraged, the reality is that many people – especially in rural areas and the elderly – are still unclear about how it works, do not understand the benefits, and the identification levels (levels 1 – 2). Some people think that just downloading the app is enough, while others are afraid to share information for fear of being tracked.
"I thought it was just for scanning the CCCD code. Who would have thought it would require verifying your face, phone number, and bank account, so I was worried and didn't dare use it," said Ms. Thuy (40 years old, District 12, Ho Chi Minh City).
Many users register for relatives, share VNeID accounts and passwords, or randomly take screenshots and send OTP codes via social networks. These are behaviors that unintentionally create conditions for bad guys to steal personal information, commit fraud, or even open illegal credit accounts.
In addition, the situation of faking VNeID links, impersonating the police to request OTP codes is still happening, causing many people to fall into the trap.
Notes when using electronic identification
Despite the many benefits, users need to be cautious when using electronic identification to avoid risks. Here are some important notes:
- Protect your account information: Do not share your password, OTP code, or biometric information with anyone. Authorities such as the Ministry of Public Security will never ask for this information over the phone or via text message.
- Use secure devices: Only log in to your digital identity account on trusted personal devices. Avoid using public computers or unsecured Wi-Fi networks to avoid the risk of data theft.
- Update the app regularly: Always use the latest version of the VNeID app to ensure security and compatibility with online services.
- Check transactions: Regularly check the transaction history on the application to promptly detect unusual activities. If you suspect that your account has been compromised, you should immediately contact the authorities via the Ministry of Public Security hotline.
- Beware of scams: Currently, many people take advantage of electronic identification to commit fraud, asking people to provide personal information or pay account activation fees. Users need to verify information from official sources such as the Ministry of Public Security's information portal.
Some real risk situations:
Binh Phuoc : People were called by impersonators pretending to be police officers, asking them to install the VNeID application via a strange link. After installing, their OTP was stolen and money in their bank accounts was lost.
Binh Dinh & Binh Thuan : Many people were tricked into installing the “VNeID upgrade” app outside of CH Play/App Store. When installed, the app can read OTP codes and access bank accounts.
Nghe An : Victims were tricked into upgrading their electronic identification via a fake app. The app asked for full access to the phone and stole data.
