On behalf of the Head of the Steering Committee for the arrangement of administrative units at all levels and the development of a two-level local government organization model of the Government, Minister of Home Affairs Pham Thi Thanh Tra has just signed and issued Official Dispatch 09/CV-BCĐ to the People's Committees of provinces and cities on temporary orientations for staffing when implementing the arrangement of administrative units and the organization of two-level local governments.
Accordingly, the Steering Committee oriented the staffing arrangement of 34 provinces and cities and 3,321 communes after the merger.
Provincial level coordinates and assigns staff by 2026
For the 11 provinces that will not merge, the document clearly states that, based on the assigned staffing for the 2022-2026 period, these provinces will proactively arrange and assign cadres and civil servants to meet the requirements of the tasks of the provincial advisory and support agencies.
At the same time, provinces must also review, restructure and improve the quality of staff and civil servants to ensure the operation of two-level local governments is interconnected, uninterrupted, effective and efficient.

The remaining 23 provinces after the merger and consolidation can restructure and improve the quality of the staff according to the roadmap, basically after 5 years the total staff will be guaranteed to comply with the regulations assigned by the competent authority.
After the stable arrangement, in 2026, the competent authority will have guidance on criteria for determining the payroll and payroll framework of agencies, organizations and units in the political system.
From here, localities will proactively coordinate, balance, and decide on staffing allocation for each agency, organization, and unit under their management authority, ensuring the implementation of the goal of streamlining staffing according to regulations.
Commune level has about 32 positions.
After the merger, the current number of staff and civil servants at district and commune levels will be kept unchanged to arrange work at the new commune level.
At the same time, for this level, the Steering Committee also requires reviewing and streamlining the payroll for commune-level officials and civil servants who do not meet the prescribed standards in order to restructure and improve the quality of the team to meet task requirements, ensuring that within a period of 5 years, it basically complies with Government regulations.

Regarding the criteria for determining the establishment of commune-level cadres and civil servants, the Government guides each commune level to temporarily arrange an average of 32 establishments.
For communes with over 16,000 people, if they are mountainous or highland communes or wards, for every 1,000 more people, 1 more position will be assigned. For communes, wards, and special zones in other regions, for every 2,000 more people, 1 more position will be assigned, with no more than 50 positions per commune and 70 positions per ward or special zone.
Commune level is not encouraged to arrange specialized departments under the People's Committee of the commune.
Regarding Phu Quoc special zone (large area, large population), it is allowed to organize no more than 5 specialized departments and for now, maintain the current number of staff.
At the same time, after the competent authority determines the payroll after 5 years, this special zone will streamline the payroll and restructure the team to ensure the correct number as prescribed.
In addition, communes with a population of over 60,000 people will be considered for organizing an additional specialized department.
In addition, communes that only arrange civil servant positions without organizing specialized departments can have 1 Vice Chairman of the Commune People's Committee and arrange civil servant positions according to job positions with no more than 25 positions/commune (including commune-level cadres and civil servants).
At the same time, this level will have its staff adjusted (compared to the standard of 32 staff/commune) for commune-level administrative units with large population size, large natural area, and key economic scale of the locality.
In 2026, the Ministry of Home Affairs will coordinate with the Central Organizing Committee to develop a criteria framework for determining staffing levels; based on the criteria framework for determining staffing levels for communes, wards, special zones and the total number of staffing levels assigned by competent authorities to each locality.
From this basis, localities proactively decide on the coordination, balance, and allocation of staff for each commune-level administrative unit in accordance with the conditions and characteristics of each administrative unit, ensuring that after 5 years the number of staff will be reduced according to regulations of competent authorities.
