The Ministry of Finance requests ministries, ministerial-level agencies, government agencies, and other central agencies to urgently complete the arrangement of the organizational structure of agencies and units according to the new administrative unit model and review assets under their management.
On that basis, determine the need for use and arrange, layout, and handle headquarters and facilities, ensuring working conditions.
Identify surplus housing and land facilities that are not in use to develop treatment plans and solutions.
Direct agencies, organizations and units under their management to closely coordinate with the locality where the headquarters is located in the process of developing and implementing plans for the arrangement, management and disposal of assets, ensuring savings and efficiency.
In case ministries, central agencies and People's Committees and cities have agreed to exchange (transfer) working headquarters and public service facilities that need to be implemented immediately to meet the requirements of arranging, streamlining the apparatus, and arranging administrative units according to the 2-level local government model, they must temporarily hand over and receive them for timely use and complete procedures to submit to the competent authority for decision on transfer within 30 days from the date of temporary handover and receipt.
The Ministry of Finance also proposed to notify the locality where the houses and land are located about the surplus houses and land (including partially surplus houses and land that can be arranged for other units to use together) of ministries and central agencies in the locality and the need to receive the houses and land of the locality (area, location, expected unit of arrangement and other necessary information) before June 20, 2025 for coordination in implementation, and send to the Ministry of Finance for monitoring and synthesizing reports.
At the same time, inform the Ministry of Finance about cars and other assets that can still be used but are no longer needed after being arranged and distributed within ministries and central agencies to transfer to agencies, units and localities in need.
Periodically update progress reports on handling surplus housing and land of ministries and central agencies before 12:00 every Friday for synthesis and reporting to competent authorities.
Also according to the above document, the Ministry of Health and the Ministry of Culture, Sports and Tourism urgently issued instructions to localities on standards and requirements for housing and land areas for the construction of medical facilities, cultural and sports institutions at the grassroots level according to the new organizational model to serve as a basis for localities to develop plans for the arrangement, allocation and handling of housing and land according to the direction of the Prime Minister in Official Dispatch No. 80/CD-TTg.
