Also joining the delegation were comrades Phan Xuan Thuy and Nguyen Quang Duc, Deputy Heads of the Central Propaganda and Mass Mobilization Commission.
On the side of Cao Bang provincial leaders, there were comrade Nong Thanh Tung, member of the Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department; comrade Ly Thi Hue, member of the Provincial Party Committee, Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Chairman of the Provincial Farmers' Association; and representatives of the Hoa An commune leadership.
At the working session, the delegation presented:
- 20 water tanks with capacity of 1,000 liters;
- 05 water filters for kindergartens in the area;
- 50 gifts sent to policy families, meritorious people, and poor households in Hoa An commune.
In addition, the Vietnam Fatherland Front Committee of Cao Bang province was authorized to continue supporting 30 1,000-liter water tanks for Truong Ha and Tong Cot communes, with a total support value of up to 350 million VND.
Speaking at the program, Comrade Lai Xuan Mon emphasized: Caring for families of policy beneficiaries and meritorious people is the responsibility, morality and sacred sentiment of the entire Party and people. He hopes that families will continue to promote revolutionary traditions, educate their children and grandchildren to study hard, contribute, and build their homeland to develop more and more. At the same time, he requested that Party committees and authorities at all levels continue to pay more attention to implementing policies for meritorious people, promoting sustainable poverty reduction, and improving the material and spiritual life of the people.
He also acknowledged and highly appreciated the initiative and efforts of the Hoa An commune cadres in the process of implementing the two-level local government model after the establishment of the new commune. He emphasized: In the context of innovation in the management model, each cadre and party member, especially the leader, needs to promote the sense of responsibility, set an example in action, promote the great national solidarity bloc, build a streamlined, effective and efficient administrative apparatus. We must truly be "close to the people", grasp the grassroots situation, and serve the people with the highest spirit of dedication and responsibility.
Within the framework of the program, the leaders of Hoa An commune reported on the implementation of the new local government organization. Accordingly, Hoa An commune was established on the basis of merging the entire natural area and population of the old administrative units including Dai Tien commune, Hong Viet commune and Nuoc Hai town (old Hoa An district). The commune has an area of 97.03 km², including 37 hamlets and 5 residential groups, with a total population of 20,344 people, mainly Tay and Nung ethnic groups. Currently, the commune has 77 poor households (accounting for 1.59%) and 252 near-poor households (accounting for 5.19%). The commune Party Committee has 65 affiliated Party cells with 2,595 Party members, accounting for 12.7% of the commune's population.
After nearly a month of operating under the new model, the Hoa An commune government has initially operated stably, political tasks have been deployed on schedule, meeting the requirements. Up to now, the commune has basically completed the conditions to organize the first Party Congress of the commune, term 2025 - 2030, scheduled to take place on August 7 - 8, 2025.
On this occasion, the Working Group inspected the Hoa An Commune Public Administration Service Center - one of the administrative reform models aiming at professionalism, closeness to the people, convenience and modernity in serving the people and businesses.
