At the meeting, Chairman of the Provincial People's Committee Pham Anh Tuan said that after more than a month of operating the two-level government model, besides the initial positive results, Gia Lai is facing many difficulties.
In the land sector, the current problems mainly focus on three major groups of issues: First, the coordination between the provincial and communal levels is not really synchronized, lacking a unified management mechanism. Second, the staff at the communal level is still lacking and weak in expertise, especially in complex areas such as land, environment, irrigation management, and natural disaster prevention and control, leading to confusion and overload. Third, many investment projects, especially those on agricultural infrastructure and land databases, are overlapping or interrupted due to having to re-implement procedures after the merger.
Currently, the province has developed a plan to dispatch about 30 officials and civil servants of the agricultural and environmental sectors to the commune level to support and provide "hand-on" guidance to the locality. Regarding the cleaning of the land database, the province is trying its best to standardize data and digitize red books to ensure connectivity. Along with that, in land measurement, the province is currently using a combination of manual technology (for vacant land, flycam can be used; for residential areas and urban areas, the province must send people to directly measure to ensure accuracy).
Faced with the above situation, Chairman of the Provincial People's Committee Pham Anh Tuan requested the Ministry of Agriculture and Environment to pay attention to opening online training courses specializing in the fields of agriculture and environment to help Gia Lai provincial officials perform their professional tasks well in the initial phase of implementing the 2-level local government model and the following phases. To ensure consistency and connection, Chairman of the Provincial People's Committee Pham Anh Tuan requested the Ministry of Agriculture and Environment to soon issue national standards on building land databases to connect land data with population databases to serve state management.

Another content raised at the meeting was the implementation of irrigation systems in the province. Chairman of the Provincial People's Committee Pham Anh Tuan requested the Ministry of Agriculture and Environment to direct strongly to speed up the procedures, soon start the construction of key approved projects such as: Ia Thul Reservoir (total capital of 4,024 billion VND) and Ia Mor Branch Canal System (total capital of 2,025 billion VND). Along with that, include in the medium-term public investment plan urgent projects that the province has submitted, including Upgrading Dinh Binh Reservoir (1,200 billion VND), Tan An - Dap Da irrigation project phase 2 (800 billion VND) and other urgent riverbank embankment projects.
The Chairman of the Provincial People's Committee said that the construction of irrigation systems and upgrading of reservoirs is extremely urgent. Only when there is enough water for daily life and irrigation can people's lives be guaranteed. The Chairman of the Provincial People's Committee emphasized: "With water, people will no longer be hungry". He analyzed that when there is enough water for irrigation, it will be possible to develop raw material areas associated with deep processing, increase the added value of agricultural products, create diverse products and meet market demand, thereby establishing a sustainable chain from production to consumption. Therefore, the Chairman of the Provincial People's Committee proposed that the Ministry consider and implement a Program to guide the upgrading of dams into reservoirs for the Central Highlands region in general and Gia Lai province in particular.

Concluding the meeting, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep acknowledged the recommendations of the province. The delegation will synthesize the proposals and report to competent authorities for consideration and support. Regarding the upgrading of Dinh Binh Hydropower Reservoir, Deputy Minister Nguyen Hoang Hiep affirmed that the Ministry will soon implement the project and this will be the first reservoir in the Central region to be upgraded with the goal of best flood prevention.
Regarding the implementation of the construction of the Ia Thul Reservoir, the Deputy Minister said that after the project is completed, the province's irrigation capacity will increase by 15%. Therefore, he requested the province to direct localities to increase human resources to coordinate with the Ministry's units to quickly carry out site clearance; promptly complete the environmental impact assessment (EIA) dossier to send to the Ministry so that construction can be implemented in November 2025. Along with that, promptly complete the dossiers related to the Ia Mor Branch Canal System project, striving to approve the project investment policy in 2025.
Deputy Minister Nguyen Hoang Hiep emphasized that there is currently very little room for building reservoirs in Gia Lai, while Gia Lai's irrigation capacity is among the lowest in the country. Therefore, the Ministry suggested that the province coordinate with the Ministry's units in reviewing areas and selecting dams that can be converted into reservoirs for early implementation./.
