* Discuss in groups about the socio -economic situation
On the morning of October 24, at the National Assembly House, the National Assembly discussed in groups the assessment of the results of the implementation of the socio-economic development plan for 2023 and the expected socio-economic development plan for 2024.
Group 14 includes National Assembly deputies from the National Assembly Delegation (NAD) of Khanh Hoa, Dong Thap, and Hai Duong provinces.
The National Assembly Delegation of Khanh Hoa province participating in the group discussion included: Mr. Ha Quoc Tri - Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Mr. Le Huu Tri - Provincial Party Committee member, Deputy Head of the Provincial National Assembly Delegation; Mr. Do Ngoc Thinh - Chairman of the Vietnam Bar Federation; Mr. Le Xuan Than - Chairman of the Provincial Lawyers Association; Ms. Ha Hong Hanh - Vice Chairman of the Provincial Farmers' Association.
Speaking at the meeting, the majority of delegates highly appreciated the efforts of the Government, ministries and local sectors in managing the economy; thereby, the socio-economic situation has shown many signs of recovery, with each year being better than the previous year, and each quarter being more positive than the previous quarter.

Speaking at the meeting, delegate Ha Quoc Tri - Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Khanh Hoa province said that, in addition to the achievements mentioned in the report on the implementation of the socio-economic development plan, it is necessary to analyze more deeply and clarify the limitations, especially the issue of the decline in the rate of private investment, only 1/6 compared to the period before the pandemic. Mr. Ha Quoc Tri said that one of the reasons leading to this situation is low credit growth, although the Central Government has proposed very open policies on finance and currency to promote investment, but local levels have implemented them too strictly. Enterprises face many difficulties in accessing capital sources.
Along with that, this situation also comes from subjective causes: National and provincial planning are still slow in establishment, approval, and implementation, causing congestion in land-related issues, affecting private investment.
Regarding the tourism sector, Mr. Ha Quoc Tri reflected that although the policy from the Central Government is very open, in reality, at some border gates, the entry procedures are still very difficult, cumbersome, and slow, causing difficulties in attracting tourists. Without strong and thorough reforms in reducing administrative procedures, there will be many difficulties in recovering and developing tourism.
From the above situations, delegate Ha Quoc Tri recommended that in the financial sector as well as in the tourism management sector, the Government and relevant agencies need to thoroughly grasp the guidelines and policies from the Central Government to promptly issue specific, clear and detailed guidance documents so that those policies can be effectively implemented in practice.
Regarding the implementation of the plans, Mr. Ha Quoc Tri requested the authorities to be urgent, make efforts, be responsible and closely follow this work, to boost investment promotion, soon create favorable conditions to invite investors to participate in expanding business and production, contributing to the rapid recovery and development of the economy.
Commenting on the results of the implementation of the socio-economic development plan for 2023; the expected socio-economic development plan for 2024, delegate Le Huu Tri - Deputy Head of the National Assembly Delegation of Khanh Hoa province said that in 2023, in the context of the world economic situation changing rapidly, complicatedly and unpredictably beyond economic and political forecasts, directly and indirectly affecting our country, our country's economy is affected by many external unfavorable factors and internal limitations and shortcomings that persist and competitiveness and resilience are still limited... But under the leadership of the Party, the supervision of the National Assembly and the direction and administration of the Government, the efforts of businesses and people to overcome difficulties; The country's socio-economic situation continues to recover, develop and achieve many important results in many fields, maintaining the stability of the macro-economy, inflation is controlled, major issues of the economy are basically guaranteed, the results achieved in 2023 are very valuable. The delegate also frankly pointed out the limitations in a number of areas: Proposing that the Government evaluate, analyze and have drastic and effective solutions in directing and operating from now until the end of 2023 and the first months of 2024. In particular, Mr. Le Huu Tri emphasized the limitations and weaknesses in public investment that are slow to be overcome, especially in the implementation organization stage; the difficulties and obstacles of enterprises and people in production and business need to be resolved, in which it is necessary to pay attention to the bottlenecks caused by administrative procedures and the working style of civil servants in the public administration system. The Government needs to assess the impacts and effectiveness of tax exemption and reduction policies for people and businesses. Remove bottlenecks and create favorable conditions for businesses and people in implementing administrative procedures.
In the social field, delegate Le Huu Tri suggested that the Government needs to have long-term strategies to improve labor productivity.

Regarding the issue of medical examination and treatment under health insurance, delegates suggested that it is necessary to completely resolve the shortage of drugs, medical supplies, and delayed payment of drug lists under health insurance, etc. These are hot issues in society that many voters are concerned about. The Government is requested to have a solution to completely resolve this issue.
In the field of education, delegate Le Huu Tri said that the implementation of the 2018 general education program still has many shortcomings, there are no measures to solve the shortage of teachers, and the facilities are still limited. Emphasizing that the education policy needs to be given attention by the state, the delegate suggested that there should be solutions to promptly overcome the shortcomings in the education sector.
Participating in the discussion on socio-economic issues, delegate Do Ngoc Thinh - Chairman of the Vietnam Bar Federation suggested that the Government should carefully study the review report of the Law Committee. The report should assess the causes of existing problems and limitations; from there, propose practical solutions to resolve those problems and limitations.
Commenting on the results of the review of the system of legal documents according to the provisions of Resolution No. 101/2023/QH15 at the group discussion session, delegate Le Xuan Than - Chairman of the Provincial Lawyers Association agreed with the Government's report and the verification report. The delegate requested the Government to urgently direct the review and implementation of solutions to handle the results after the review, immediately overcome the contradictions, overlaps, difficulties and inadequacies pointed out in the sub-law documents under its authority and study and propose amendments and supplements to laws and ordinances according to a specific roadmap. At the same time, delegate Le Xuan Than suggested considering the consolidation of the amended and supplemented Resolutions of the People's Councils at the provincial and district levels.
* Discussion at the hall about the draft Law on Management and Protection of National Defense Works and Military Zones
Continuing the 6th Session program, at 2:00 p.m. on October 24, 2023, at the National Assembly House, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Management and Protection of National Defense Works and Military Zones.
Participating in giving comments on the draft Law, delegate Le Xuan Than agreed and highly approved with the submission and review report. The delegate highly appreciated the drafting agency and the review agency for fully absorbing the opinions of the National Assembly delegates to complete the draft Law. Regarding the provisions on the interpretation of terms, the delegate said that there should be a clearer and easier-to-understand explanation of military terms. In particular, it is necessary to explain in detail the concepts of defense works, military zones of all kinds, and dual-use works.

Regarding the scope of regulation, the delegate said that the draft law currently stipulates “This Law regulates the management and protection of national defense works and military zones; the rights, obligations and responsibilities of agencies, units, organizations, households and individuals; regimes and policies in the management and protection of national defense works and military zones.” The delegate proposed to amend it to “This Law regulates the management and protection of national defense works and military zones; the rights, obligations and responsibilities of organizations and individuals; regimes and policies in the management and protection of national defense works and military zones.”
Regarding the management of land and water surface use within the protection area of national defense works and military zones, the draft law stipulates as follows: In prohibited areas, land and water surface areas that are not land or water surfaces used for national defense purposes must be recovered and converted to national defense purposes according to the provisions of the law on land and related laws. Delegates proposed to clarify the concept of "water surface that is not land" to ensure clarity and transparency in legal documents.
Commenting on the draft law, delegate Do Ngoc Thinh assessed that, compared to the draft law submitted at the 5th Session, the draft law submitted to the National Assembly at this Session has been revised to clarify many contents related to the management and protection of defense works and military zones. However, the draft law still has issues that need to be further improved regarding the interpretation of terms.

The delegate said that in Article 2 on the explanation of terms, there are still some phrases that are not really scientific and difficult to understand, for example the phrase "ammunition depot" and the phrase "military antenna system".
Regarding the classification and grouping of defense works and military zones, Article 5 only stipulates the classification of defense works and military zones, and Article 6 stipulates the classification of defense works and military zones. However, the content of Article 5 of this draft regulating the classification of defense works and military zones is not used in Chapters 2, 3 and other chapters. Furthermore, the explanation of terms about defense works and military zones has been stated in Article 2, but Article 5 continues to provide explanations of the terms of the above two terms. Therefore, the draft needs to stipulate in Article 2.
In addition, the draft law has many provisions that the Government must specify in detail. Delegates suggested that it is necessary to specify which contents can be specified in the law, and limit the Government from specifying in detail.
