The National Assembly Delegation of Quang Ninh Province solicits opinions on draft laws in the judicial field.

Attending the conference were: Deputy Head of the Provincial National Assembly Delegation Nguyen Thi Thu Ha ; representatives of relevant departments and branches.

Commenting on the draft Law on Judicial Expertise (amended), delegates focused on analyzing and clarifying the relationship between the prosecution agency and the appraisal organization; the mechanism for socializing appraisal activities, licensing standards and quality inspection of appraisers; and at the same time, proposing specific regulations on the application of technology, digital data, and electronic records in judicial expertise, in line with the national digital transformation process.

Giving opinions on the Draft Law on Civil Judgment Enforcement (amended), delegates focused on analyzing the level of decentralization of authority between enforcement agencies at all levels, avoiding overlap or shirking of responsibilities; proposing a mechanism to ensure resources, staffing, and appropriate remuneration for enforcement officers and enforcement officers; giving opinions on the plan to handle enforcement assets in case of disputes or related to credit institutions and state-owned enterprises; proposing measures to enforce judgments in a humane and practical manner, while ensuring strict legal discipline.

Representatives of the Provincial People's Procuracy contributed opinions at the conference.

Regarding the newly drafted Law on Mutual Legal Assistance in Civil Matters, delegates also analyzed and clarified the relationship between this Law and bilateral and multilateral international treaties to which Vietnam is a member; proposed a mechanism for handling when international regulations and domestic laws have differences; and considered resources, funding, and personnel to implement mutual legal assistance in civil matters in the context of deep integration.

Deputy Head of the Quang Ninh Provincial Delegation of National Assembly Deputies Nguyen Thi Thu Ha highly appreciated the enthusiastic and profound opinions of the delegates. At the same time, she affirmed that the Law projects this time have a wide scope of regulation, interdisciplinary nature, directly related to litigation activities, execution of judgments, international cooperation in the judiciary, greatly impacting the guarantee of human rights, civil rights, legal order and national prestige in international integration.

The Quang Ninh Provincial National Assembly Delegation will fully synthesize opinions and recommendations to report to the National Assembly , the National Assembly Standing Committee and competent agencies for consideration and acceptance during the completion process.
