The Central Economic Commission's thematic monitoring delegation works in Ninh Binh province

Receiving and working with the delegation were comrades: Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Tong Quang Thin, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Committee; representatives of leaders of a number of departments, branches, sectors, the Fatherland Front, socio- political organizations at the provincial level, and the Vietnam Bank for Social Policies (VBSP) Provincial Branch.

According to the Summary Report on the mobilization, management and use of policy credit capital of the province presented by the Standing Vice Chairman of the Provincial People's Committee Tong Quang Thin: After 9 years of implementing Directive No. 40-CT/TW dated November 22, 2014 on strengthening the Party's leadership over social policy credit and 2 years of implementing Conclusion No. 06-KL/TW dated June 10, 2021 of the Secretariat on continuing to implement Directive No. 40, the policies have really come into life, strongly and positively affecting policy credit activities in the province.

Local Party committees and authorities at all levels have raised their sense of responsibility and awareness in implementing policy credit, paying attention to supporting facilities, locations, equipment, and working means to improve the operational capacity of the Social Policy Bank. At the same time, they have well implemented the policy of mobilizing and allocating local budget capital to the Social Policy Bank to supplement capital for policy credit programs.

The Party Committees and authorities of communes, wards and towns in the province have really taken action and clearly demonstrated their responsibility and role in decisively leading social policy credit activities in the area.

The Fatherland Front and socio-political organizations at all levels have done a good job of propagating and mobilizing union members, association members and people of all walks of life about the Party and State's policies and guidelines on social credit; paying more attention to social credit activities; gradually enhancing their role and responsibility in receiving entrustment from the Vietnam Bank for Social Policies.

Up to now, social policy credit capital has reached 100% of communes, wards and towns in the province, focusing on priority lending to areas with large ethnic minorities, areas with many poor households, disadvantaged areas, remote areas, and areas for new rural construction...

In the period 2014-2022, the whole province had over 231,600 poor households and other policy beneficiaries borrowing capital from the Bank for Social Policies with a loan turnover of over 7,000 billion VND. The total outstanding debt as of December 31, 2022 reached over 3,300 billion VND with 80,700 poor households and other policy beneficiaries still having outstanding debt. Along with the growth in outstanding debt, the quality of policy credit in the area has been constantly consolidated and improved, the ratio of overdue debt and debt suspension is always below the national average.

The implemented social policy credit programs have contributed to the effective implementation of the National Target Program on sustainable poverty reduction, socio -economic development, new rural construction, ensuring national defense and security, and building a clean and strong political system in the province.

To further improve the effectiveness of policy credit programs, Ninh Binh province proposes that the Government, the Prime Minister and relevant ministries and branches study and amend a number of points in the lending regulations of current policy credit programs, specifically: Extending the time for households to enjoy credit policies for newly escaped poverty households from the time they leave the list of poor households and near-poor households from "maximum 3 years" to "maximum 5 years" and increasing the loan term from "no more than 5 years" to "no more than 10 years" to be suitable and flexible with the production and business cycle of crops and livestock with long growth periods.

At the same time, pay attention to supplementing the subjects of social policy credit loans for households working in agriculture, forestry, and fishery with average living standards; increase the maximum credit loan level to implement the National Strategy on clean water supply and rural environmental sanitation from 10 million VND/project to 25 million VND/project.

Discussing at the working session, the members of the working delegation highly appreciated the results of the province in implementing policy credit according to Directive No. 40-CT/TW in the past time. In particular, in addition to the mechanisms and policies of the Central Government, the Provincial People's Committee and the District People's Committee have had a number of specific mechanisms and policies, allocating local budget capital to implement lending through entrustment to the Vietnam Bank for Social Policies.

In particular, in 2021 and 2022, the People's Committee of Ninh Binh province issued a plan and launched the movement "Depositing savings to join hands for the poor" to create a spread, attracting many businesses, organizations and individuals in the area to participate in depositing savings at the Bank for Social Policies; thereby contributing to raising awareness and action of all levels and sectors in creating capital sources for social policy credit.

At the same time, the members of the working delegation and provincial leaders discussed and clarified some contents on: The relationship between associations and organizations at all levels with the Bank for Social Policies; the role of the Fatherland Front in implementing policy credit; the issue of classifying Savings and Loan Groups; mobilizing resources for policy credit; the province's re-poverty rate; overdue debt, frozen debt...

Speaking at the working session, Mr. Do Ngoc An, Deputy Head of the Central Economic Commission, Head of the monitoring delegation, highly appreciated Ninh Binh's efforts in implementing Directive No. 40-CT/TW and Conclusion No. 06-KL/TW of the Secretariat. Ninh Binh has considered social policy credit as a fundamental and long-term tool and solution to effectively implement policies on sustainable poverty reduction, job creation, human resource development, new rural construction, ensuring social security, political stability in the locality, and at the same time issued many documents directing effective implementation. The mobilization, use and management of capital sources have achieved very positive results. In particular, Ninh Binh has had new and creative ways of doing things such as forming funds as well as regular, effective coordination between the Vietnam Fatherland Front, socio-political organizations receiving entrustment and the Vietnam Bank for Social Policies in implementing credit programs. Policy capital in the area is strictly managed, lent to the right beneficiaries, in accordance with regulations and effectively promoted.

Affirming that social policy credit is a superior and humane policy, the Deputy Head of the Central Economic Commission requested the Provincial Party Committee, People's Council and People's Committee to continue to pay attention to allocating local budgets to the Social Policy Bank to lend to the poor and other policy beneficiaries.

The monitoring delegation acknowledged and fully accepted the opinions and recommendations of Ninh Binh province to forward to the Central agencies for consideration and to promptly find solutions to remove difficulties for the locality in implementing Directive No. 40-CT/TW and Conclusion No. 06-KL/TW of the Secretariat.

At the meeting, Mr. Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, respectfully thanked and seriously accepted the opinions of the Deputy Head of the Central Economic Commission and the members of the delegation. At the same time, he emphasized: After 9 years of implementation, Directive No. 40-CT/TW and Conclusion No. 06-KL/TW have come into life, promoted their meaning and effects, created consensus from the people, ensured social justice, supported poor households, near-poor households, and disadvantaged people to rise up in life, actively contributed to socio-economic development, new rural construction, ensuring national defense and security, building the Party and the political system in the area.

He also affirmed that through the working session, many issues have been raised and clarified, thereby helping the province continue to promote the achieved results, overcome shortcomings and limitations to more effectively implement policy credit in the area in the coming time.

Ninh Binh province also hopes to continue receiving attention, facilitation, encouragement, sharing and support from the Central Economic Commission, ministries and branches in leading and directing the implementation of local goals and tasks, contributing to the province's further development.
