In recent times, Quang Ninh province has seriously implemented the Law on Environmental Protection 2020. To date, the Provincial People's Committee has issued 33 legal documents to specify the contents of the Law; reviewed and revised 34 documents, of which 9 documents have been updated and supplemented, demonstrating proactiveness in institution building.
Quang Ninh has also invested significantly in environmental protection. In the 2022-2024 period, the total expenditure for environmental affairs was more than VND 2,231 billion, accounting for 2.37% of the total local budget expenditure, exceeding the minimum 1% prescribed by the Central Government. Along with that, the province has received and implemented many international cooperation projects on environmental protection, such as wastewater treatment in Ha Long Bay, recycling construction waste, reducing plastic waste, etc. In particular, the province has achieved a rate of 100% of industrial parks and industrial clusters in operation with centralized wastewater treatment systems according to regulations; monitoring and supervision of air and surface water quality have been implemented synchronously. Up to now, 36 surface water monitoring locations have met standards, and air quality in localities has been regularly maintained at a good level.
Speaking at the meeting, comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, emphasized that environmental protection is not only a regular and continuous political task, but also a pillar of sustainable development of Quang Ninh province, throughout the process of restructuring the growth model, shifting from 'brown' to 'green'.
He said that many environmental indicators have been included in the province's annual resolutions and socio -economic development plans, considering them a prerequisite in investment appraisal and decision-making. The Provincial People's Council has also issued many specialized resolutions, allocating priority budgets for waste treatment, environmental infrastructure investment, and supporting green economic models. He hoped that the National Assembly would continue to accompany, supervise, and support Quang Ninh to successfully implement the goal of green and sustainable development, for the long-term benefit of the people.
At the meeting, delegates discussed and clarified issues related to: Waste collection and treatment; coverage of automatic monitoring stations, accuracy and early warning capabilities when environmental incidents occur; at the same time, clarifying the mechanism for public disclosure of data to the people; mechanism for monitoring financial obligations, taxes, and fees in environmental protection; greenhouse gas emission management, delegates were interested in the progress of greenhouse gas inventory and solutions the province is implementing to reduce emissions in key industries...
Speaking at the meeting, Mr. Le Quang Manh, Permanent Deputy Chairman of the National Assembly's Economic and Financial Committee, highly appreciated Quang Ninh's efforts in concretizing legal policies on environmental protection, contributing to sustainable development. At the same time, he suggested that the province continue to review and supplement documents guiding the implementation of the Law on Environmental Protection. In addition, he specifically reflected the difficulties and overlaps between inter-sectoral regulations (environment - land - investment - water resources) ... these are practical issues that need to be summarized for the National Assembly to consider and perfect the law.
On the other hand, the province needs to continue to allocate a reasonable budget for environmental protection work; continue to assess the capacity of environmental officers, especially at the commune level; have a plan for training and fostering in-depth expertise, ensuring that it meets increasingly high practical requirements.
Within the framework of the program, the National Assembly's Supervisory Delegation conducted field surveys at a number of large production and business units that have an impact on the environment: Ha Lam Coal Joint Stock Company - Vinacomin; Cao Son Coal Joint Stock Company - TKV; AES Mong Duong Power Company Limited. Through the survey, the Supervisory Delegation acknowledged the efforts of the province and enterprises in enhancing their responsibility for environmental protection, and at the same time pointed out issues that need to be further improved to ensure economic development without sacrificing the environment. This is an important practical basis for the Delegation to synthesize and recommend policies to the National Assembly and the Government in the coming time.
