Reporting at the meeting, the leader of Hoa Hiep Commune People's Committee said that the commune was recognized as meeting new rural standards in 2018. Regarding the National Target Program on New Rural Construction for the period 2021 - 2025, for the new rural criteria, the commune has achieved 18/19 criteria, the commune has established a general planning project for Hoa Hiep commune construction until 2035 and is submitting it to the district for approval; the rural economic infrastructure system is increasingly complete, with strong progress in quality and environmental protection, production development associated with agricultural structure, and the material and spiritual life of the people is constantly improving.
Implementing the National Target Program on sustainable poverty reduction for the period 2021 - 2025, the poverty rate according to multidimensional poverty standards is now 0.18%; jobs and income of people through the implementation of vocational training projects for rural workers, social security regimes and policies for policy subjects are fully and promptly implemented.
Regarding the socio-economic development program for ethnic minority and mountainous areas in the period of 2021 - 2030, the whole commune has 269 ethnic minority households with 1,128 people. The People's Committee of the commune regularly coordinates with commune organizations to take care of ethnic minorities as well as support jobs, loans, housing, residential land and production land, creating conditions for ethnic minorities to participate in community activities and preserve cultural identity.
Implement health care programs, improve the health and stature of ethnic minorities. Build a crematorium for Khmer people with a budget of more than 2.8 billion VND, expected to be completed in 2023.
However, the infrastructure has now deteriorated and there is a lack of capital for maintenance and repair. The rate of people participating in health insurance is still low, especially in ethnic minority areas with difficulties. Local authorities recommend that there should be a special mechanism to support ethnic minorities.

Up to now, Tan Bien district has 8/9 communes meeting the NTM standards, achieving 157/171 criteria. There are 2 communes meeting the advanced NTM standards, the remaining communes are implementing the plan to build advanced NTM.
Since the implementation of the national target programs, the quality of the environment, rural landscape, and infrastructure of the whole district have been invested in basically synchronously, the rural economy has developed, contributing to increasing people's income, and the quality of cultural life has been improved. 5,591 health insurance cards have been issued and supported for poor and near-poor households; the rate of vocational training and employment for rural workers has met the annual target. The current poverty rate is 0.07%, meeting the resolution target.
Tan Bien district leaders said that to achieve the above results, the district Party Committee has implemented synchronous solutions, from implementing documents of the Central, the province, and the district to organizing implementation, surveying and inspecting implementation in communes in the area. In addition to using the central budget allocated to implement the programs, it has also integrated and coordinated the implementation of the provincial and district programs and projects in caring for and improving the lives of people, especially ethnic minorities.
The total state budget capital for implementing the national target programs for the period 2021 - 2023 is 391 billion VND. Of which, the central budget is 40 billion VND, the provincial budget is 242 billion VND, the district budget is 109 billion VND, the disbursement by April 30, 2023 is 300 billion VND, reaching 76.79% of the estimate.
However, the process of disbursing capital is still difficult, especially for the National Target Program for socio-economic development in ethnic minority and mountainous areas and the National Target Program for sustainable poverty reduction, because at the time the locality was allocated funds, there were no specific instructions on beneficiaries and expenditure norms, so there was no basis for implementation.

Another reason is that the Prime Minister's Decision 318 stipulates the National Criteria for New Rural Communes for the 2021-2025 period, most of which require much higher standards than before; guidance documents from many ministries and branches are not consistent and general, and there needs to be a focal point for implementation guidance. In addition, the correspondence in payment and settlement of project implementation is still difficult; it is difficult to attract and employ medical staff working locally.
Concluding the working session, the Head of the working group assessed the results of the implementation of 3 national target programs in which districts and communes in Tan Bien achieved certain results; at the same time, oriented the locality in implementing the programs, the most important of which is to improve production value, quality products, environment, sustainable development; the implementation method focuses on key issues, with priority; policy mechanisms, and publicity in implementation organization.
