The report of the People's Committee of An Ninh commune shows that in 2025, the commune has proactively developed and synchronously implemented the Administrative Reform Plan under the direction of the Provincial People's Committee, associated with the implementation of local socio-economic development tasks. The direction and management work is carried out seriously and regularly, ensuring progress. The six key contents of the Administrative Reform Program are deployed synchronously, specified in documents, plans and practical activities.
An Ninh Commune has completed the organization of the administrative apparatus, issued many decisions regulating the functions and tasks of specialized departments in a streamlined and effective manner. The work of arranging and assigning cadres, civil servants and public employees is consistent with job positions, capacity and expertise; the rate of cadres meeting the required qualifications is 100%.

Notably, the administrative procedure control work was carried out effectively: 100% of administrative procedure records were made public and updated by QR code; all publicity and transparency indicators met the requirements. From July 1 to September 30, 2025, the Commune Public Administration Service Center received 2,963 records, of which 64.3% were submitted online. The rate of records resolved on time reached 92.59%, 100% of records were returned with results and the people's satisfaction level was rated as "satisfied".
The Commune People's Committee also strongly applies information technology in management and work processing - documents and reports are exchanged through the electronic document management system, 100% of administrative documents (except confidential documents) are sent and received via the internal network, significantly reducing administrative time and costs. Up to now, 100% of households in the commune have made non-cash payments for electricity bills; and deployed digital education systems in schools.

At the meeting, Chairman of An Ninh Commune People's Committee Tran Van Dat said that An Ninh Commune identified administrative reform as a key task. The implementation process at the grassroots level still encountered many difficulties in information technology infrastructure; the commune's online payment rate was still low compared to the set target, and some files were overdue; Through this, the Chairman of the Commune People's Committee proposed that the province support in-depth training on professional skills in the fields of social protection and land; review and simplify some complicated administrative procedures that cause difficulties for officials and people; at the same time, propose that the province consider supporting technological equipment to serve the work of digitizing and archiving documents.
Through the discussion and evaluation of the members of the Working Group, Deputy Director of the Department of Home Affairs, Deputy Head of the Delegation Tran Hai Tuan highly appreciated the efforts of the leaders and staff of the An Ninh Commune People's Committee in administrative reform. He requested the commune to urgently overcome the situation of overdue records, promote online payments, and enhance digital skills training for civil servants and public employees.

At the same time, the Inspection Team requested the People's Committee of An Ninh commune to continue reviewing and simplifying administrative procedures, effectively deploying management software, especially the electronic public records system and level 4 online public services; ensuring the completion of the tasks set out in the Administrative Reform Plan in 2025.
