Private economy transformation
Along with the development of the business community nationwide, Son La businesses and entrepreneurs continue to grow in both quality and quantity. The structure, scale and field of operation have shifted in accordance with the requirements of economic restructuring; business efficiency and competitiveness have been improved.

Mr. Hoang Van Van, Director of the Department of Finance, said: By September 15, the whole province had 4,263 enterprises, with a total registered capital of over 90,300 billion VND; there were 1,113 cooperatives and thousands of individual business households in operation. This is the core force promoting growth, making an important contribution to economic restructuring, expanding the market, and improving competitiveness.
Enterprises in the province have participated in most fields such as agriculture , industry, construction, energy, trade, services, tourism; there are many large projects, many start-ups, and innovative enterprises. Overcoming difficulties, enterprises have basically performed well in 5 tasks: Maintaining and developing production, contributing to economic growth; ensuring stable income for workers; actively transforming digitally, transforming greenly, developing a circular economy; complying with the law, paying the budget fully and actively participating in social security and insurance activities.
Enterprises have boldly innovated their thinking, invested in technology, promoted digital transformation and effectively exploited local potential in agriculture, trade, tourism, services and renewable energy. Many products bearing the Son La brand such as Moc Chau plum, Yen Chau mango, Son La coffee and Moc Chau tea have reached domestic and foreign markets, affirming the position of highland agricultural products. In the economic picture of Son La, agriculture and rural areas are still the mainstay, with many enterprises innovating technology, building value chains and developing green and circular economies.

Branch of Vietnam Tea Corporation - Joint Stock Company in Son La Vinatea Moc Chau, with more than 65 years of association with the tea region, the Company is currently managing more than 550 hectares of tea material area, with main varieties such as Shan Tuyet, Kim Tuyen, Bat Tien, of which, 329 hectares are recognized as high-tech application areas. The entire tea area is produced according to RainForest Alliance standards, aiming at sustainable agricultural development. The average output reaches more than 10,000 tons of fresh buds/year, processing about 2,500 tons of dry tea; annual revenue is stable at 120-130 billion VND, contributing 5-6 billion VND to the budget. The tea processing factory is invested with modern technology, ensuring strict requirements on food safety and export markets.
In particular, in 2024, the Company was granted an investment certificate for a tea processing factory project with a capacity of 120 tons/day, with a total capital of 85 billion VND. Currently, the Company is investing in modern production lines and building new factories. With the achieved results, Vinatea Moc Chau has affirmed the Son La highland tea brand, contributing to creating stable jobs for thousands of workers, making a positive contribution to the budget and developing the local economy and society.
BHL Son La Food Ingredients Processing Joint Stock Company has just inaugurated a modified starch factory. This is the Company's second factory in Mai Son Industrial Park. The factory is invested with modern technology, with a capacity of 300 tons/day and night, creating more than 1,000 product codes, focusing on 5 main lines, supplying the Vietnamese and Chinese markets and aiming at the international market.

Mr. Vu Hung Binh, General Director of BHL Group, said: The inauguration of the second factory marks a big step forward in increasing the value of Son La agricultural products, affirming the right direction of developing the processing industry associated with high-tech agriculture, creating momentum for GRDP growth and raising Son La's position in the Northwest region as well as on the map of Vietnam's agricultural processing. This result was achieved thanks to the attention and close direction of the province, departments, branches and local authorities in supporting the completion of investment procedures, construction, licensing of operations and promptly removing difficulties in practice.
The efforts of the business community in the province have significantly contributed to the socio-economic development results of the province. In the past 9 months, the state budget revenue in the area is estimated at 3,900 billion VND, equal to 80% of the estimate, up 42% over the same period. Many manufacturing industries have grown impressively, such as rubber up 38.5%; cassava starch up 34.55%; black Portland cement up 8.5%; electricity production and trade both increased over 7%; dairy products and processing industry up over 10%; services and tourism up over 12% over the same period... contributing positively to the growth of GRDP of the whole province, the growth rate in 2025 is expected to increase over 8.5%, exceeding the target assigned by the Government.

The Provincial Business Association affirms its role as a “common home” for the business community. Mr. Nguyen Quoc Khanh, Chairman of the Association, said: The Association always listens, grasps the thoughts, proposes policies and accompanies to remove difficulties for businesses; at the same time, organizes many activities to connect, promote trade, honor entrepreneurs, build culture and social responsibility in business.

The coordination between departments, branches, sectors and the Provincial Business Association has created a favorable environment for businesses to complete legal procedures and accelerate investment progress. Member businesses currently create jobs for more than 50,000 workers, contribute thousands of billions of VND to the budget each year and actively participate in social and charitable activities, creating a strong resource to promote the development of the private economic sector.
Agribank Son La is an important “financial midwife”, proactively supporting businesses through preferential credit packages, simplifying procedures and reducing interest rates. Currently, outstanding loans have reached more than VND 11,600 billion, of which more than VND 5,000 billion is for businesses and cooperatives, clearly demonstrating the commitment to accompany the development of the local economy.
On May 4, 2025, the Politburo issued Resolution No. 68-NQ/TW on strongly developing the private economy, identifying this as an important driving force of the economy, and entrepreneurs as "soldiers" on the economic front. Mr. Hoang Van Van, Director of the Department of Finance, added: After the resolution was issued, the Provincial Party Standing Committee developed an action plan, setting a target of having over 5,000 operating enterprises by 2030, creating jobs for more than 50,000 workers, with an average income of 9-10 million VND/month. The private economic sector strives to contribute at least 25% of the total provincial budget revenue each year, while forming a number of large-scale enterprises, prestigious domestic and international brands, leading the processing, agricultural, service and tourism industries.

The new point of Resolution No. 68-NQ/TW is not only in the growth target but also in the comprehensive approach, placing private enterprises at the center of development; providing substantial support for small, micro and household businesses, the force that accounts for a large proportion of Son La; encouraging the formation of regional private corporations; promoting digital transformation, green economy and sustainable value chains. At the same time, it is an important policy push, resonating with the province's determination in the new term, opening a new development chapter for Son La's private economy. With the spirit of "promising is doing, committing is implementing, telling the truth, doing the truth", the Party Committee and the government are building a transparent investment environment, open administrative procedures, and prioritized strategic infrastructure.
Building on the achievements, Son La business community continues to promote the spirit of solidarity, innovation, and strengthen connections to form a sustainable value chain, linking economic development with social responsibility. With the role of "economic ambassadors", Son La businessmen are contributing to promoting the image, attracting investment, creating a new wave of development for the Northwest region, towards the goal of "Developing enterprises - Prosperous Son La".
