Flexible but compliant with regulations in compensation and land clearance.
The Van Village project, spanning over 515 hectares, received approval from the Prime Minister for an adjustment to its investment plan at the end of 2024. With a total of 2,057 land clearance files across both phases (phase 2 alone has 668 files involving over 3,300 graves), the workload is enormous. However, within a short timeframe, Lien Chieu district has aggressively implemented the tasks of surveying, verifying legal status, and developing compensation, support, and resettlement plans. Notably, since the end of March 2025, the local authorities, along with relevant city agencies, have conducted mandatory surveys for some households that have not yet agreed to the plan, aiming to accurately determine the actual volume of land to develop a realistic compensation plan.
Mr. Nguyen Minh Toan, Deputy Director of the Land Clearance Board of Lien Chieu District, said that to ensure fairness and efficiency in land clearance, the board has conducted thorough legal reviews and closely coordinated with the Hoa Hiep Bac ward government and relevant departments and agencies to assess each specific case. The principle is to follow regulations but be flexible and adaptable to reality, ensuring the legitimate rights of the people. All questions and feedback are received and explained transparently, even directly on-site when necessary. The surveying and counting process is carried out seriously, openly, transparently, and with full information provided to each household. As a result, the majority of people in the project area have expressed their agreement and willingness to hand over the land, creating conditions for the project to start construction soon.
Chairman of Lien Chieu District People's Committee, Hoang Thanh Hoa, affirmed that, given the nature of the project as a key city project, the district has mobilized the entire political system. Working groups have visited each household to disseminate information, persuade, understand, and record requests, thereby promptly proposing appropriate support policies to higher authorities. One typical case is the family of Mr. Nguyen Son (Hoa Hiep Bac ward), whose agricultural land of over 275m² was confiscated.
Based on legal and practical grounds, Mr. Son's family received adequate support from the District Land Clearance Council and agreed to hand over the land for the project. Mr. Son shared: "My family has lived here for generations, and this is a major city project, so my family is very supportive. The ward officials and relevant departments have provided full support. We only hope for more support policies to stabilize our lives in the future."
Similarly, Ms. Tuong Thi Sau, another resident in Hoa Hiep Bac ward, also expressed her agreement with the general policy: “Officials came to meet each household, providing clear information. We also want the city to develop in the future, so we don't ask for much, we just hope to have a stable place to live so that our children and grandchildren can study and work.” Mr. Phan Cong Bang, Head of the Propaganda and Mass Mobilization Department of Lien Chieu District Party Committee, said that in the past, working groups of the district and Hoa Hiep Bac ward have visited each household to encourage participation. “We visited some households 4-5 times. For each case, we explained the policy, listened, encouraged, and at the same time proposed to higher levels to have more policies to support vocational retraining and job creation for disadvantaged households.”

Ensuring the legitimate rights of the people.
According to Mr. Ha Thuc Nhon, Chairman of the Hoa Hiep Bac Ward People's Committee, as of April 15th, the Lien Chieu District Land Clearance Council had processed the majority of the 2,057 land clearance files.
According to the Department of Agriculture and Environment, the goal of the Van Village project is to create a low-density eco-tourism complex combining commerce and services with nature conservation to serve both locals and tourists. Therefore, the City People's Committee is directing the local authorities of Lien Chieu district and relevant city agencies to expedite land clearance, striving to complete this work by early April to allow for the project's early implementation.
Mr. Vo Nguyen Chuong, Deputy Director of the Department of Agriculture and Environment, said that the department has coordinated with Lien Chieu district in conducting legal assessments and guiding the application of compensation prices in accordance with regulations. “We ensure that the process of counting and developing compensation plans adheres strictly to the law, but we are flexible in difficult cases, especially for households that used land before July 1, 2004 and do not have complete documentation.”
According to our findings, the Lien Chieu District People's Committee issued the land expropriation decision in accordance with legal procedures. Simultaneously, in coordination with the Department of Agriculture and Environment, they organized four dialogue sessions with residents on April 3rd, 4th, 7th, and 8th to resolve outstanding issues. Lien Chieu District also committed to completing land clearance by April 2025, creating favorable conditions for the project's commencement. With strong political determination, the coordinated efforts of all levels of government, and the consensus of the people, the land clearance for the Lang Van project is progressing in the right direction.
The leaders of Lien Chieu district have set a target of completing land clearance in April to begin construction in the second quarter of 2025. This is not only an important milestone in the development strategy of the northwestern area of the city, but also a driving force for economic growth, tourism, and job creation for thousands of workers.
