A few words for July

At the end of June 2025, as the historic moment approached, I witnessed many "historic stories." These were farewells, greetings, and expectations sent to July, the month symbolizing unprecedented new beginnings.

A farewell to the past.

Hours before the ceremony announcing the Central Committee's resolutions and decisions on the merger of provincial and commune-level administrative units in An Giang province, Mr. Le Hong Quang, Member of the Central Committee of the Communist Party of Vietnam and Secretary of the An Giang Provincial Party Committee, sent a letter of greeting to cadres, Party members, civil servants, employees, and all the people of An Giang, where he worked for more than four years (May 2021 to June 2025).

These are the heartfelt words of a leader who "dedicates all his passion and heart to the desire for An Giang province to develop further, and for its people to have a prosperous and happy life." Throughout the arduous months of the COVID-19 pandemic, from major projects to concerns for the people's lives, he has worked closely with the province. An Giang is changing day by day, with a series of landmark projects (Chau Doc - Can Tho - Soc Trang expressway, completion of the connecting route to National Highway 91, the Long Xuyen bypass and Chau Doc bridge...), the Via Ba Chua Xu festival at Sam Mountain being inscribed by UNESCO as a representative intangible cultural heritage of humanity; the province achieving its goal of eliminating temporary and dilapidated houses ahead of schedule… All of this marks the successful management and leadership of the Provincial Party Secretary.

“When we are here, it is merely a place to live; when we leave, the land has become a part of our soul.” For me, the more than four years I spent serving the Party Committee, the government, and the people of An Giang, though not long compared to a lifetime, was enough for me to feel, understand, become attached to, and cherish it in my memory. Farewell, An Giang. I send my best wishes to all comrades, colleagues, officials, Party members, and the people of An Giang. We met through hardship, and now we part ways / An Giang bears the imprint of our footsteps / A bright path, steadfast, with hearts like the sun and moon / Keeping our gratitude intact, never fading” - Comrade Le Hong Quang expressed.

Many farewell messages were written on social media and shared during the final meeting of the former unit. My colleague, journalist Nguyen Thi Kim Thao, was one of those retiring under Decree 178/2024/ND-CP, in the spirit of reorganizing the unit's structure. Before packing up her desk, she left a farewell message: “Ending a 38-year journey, time to go home. Beginning a new chapter in life. I wish my colleagues who remain to always be steadfast, unwavering in their faith, to reach greater heights, to always be safe and fortunate in their work and in life, and to quickly adapt to the new environment in this new phase!”

Greetings to the future

Attending the ceremony announcing the establishment of An Giang province, Deputy Prime Minister Mai Van Chinh stated: “The policy of reorganizing the administrative apparatus and merging administrative units is a necessary and correct action, with long-term strategic significance. We understand that this process may have a certain impact on the thoughts, aspirations, and job positions of a segment of cadres, civil servants, and public employees. Change is not easy, but it is precisely at this time that the exemplary spirit and sacrifice for the collective good of our comrades are more clearly demonstrated than ever before.”

Therefore, after the farewell, everyone regrouped and started their new work with renewed enthusiasm. Tran Minh Duc, Secretary of the My Thoi Ward Party Committee, shared: “Every change, from administrative boundaries and names to adjustments in job positions… can give rise to feelings of anxiety and bewilderment. But it is precisely in these challenging times that the spirit of solidarity, responsibility, and love for our homeland will be the strength and solid foundation for us to work together to build a new ward that is strong, civilized, and modern.”

The newly elected head of the ward sent a message titled "Working Together to Build - Steadily Reaching Further" to all officials, civil servants, and residents of the ward. In it, he called on everyone to become "ambassadors of innovation," proactively accessing and understanding official information about new policies; assisting relatives and neighbors in updating necessary documents and records; and offering frank feedback to build a government that is closer to the people, understands the people, and serves them better.

Having just assumed the position of Secretary of the An Giang Provincial Party Committee after the merger, Comrade Nguyen Tien Hai informed that on July 1st, the Standing Committee of the Provincial Party Committee met to discuss the Working Regulations of the Provincial Party Committee to be submitted to the Provincial Party Committee for decision; and assigned tasks to members of the Standing Committee and members of the Provincial Party Committee. At the same time, it directed Party committees, agencies, and units to issue working regulations and related rules; assigning clear and specific tasks to each cadre, civil servant, and public employee. Simultaneously, it proposed practical programs and resolutions to effectively implement the targets and tasks for the last six months of 2025, achieving the goals assigned by the Central Committee.

“An Giang is urgently operating the Provincial and commune/ward/special zone Public Administrative Service Centers in line with strong administrative reforms, ensuring continuous, smooth, and efficient operation; including fully updating new procedures and processes; ensuring transparency and applying information technology to better serve organizations and individuals, especially in processing applications through the National Public Service Portal. Building a team of officials at all levels that ensures moral character, qualifications, competence, responsibility, and dedication to their work, especially in maintaining and building the image and demeanor of officials and civil servants who ‘transition from administrative service to serving the people’ in accordance with the directive of the Deputy Prime Minister,” affirmed Mr. Nguyen Tien Hai.
