According to Mr. Huynh Thanh Nam, Secretary of the Hoa Lac Commune Youth Union, the Youth Union's work and youth movements in Hoa Lac commune have yielded practical results. Most notably, social welfare work has focused on caring for disadvantaged people and students. Every year, hundreds of people and students receive care and support during major national holidays and Youth Union activities such as Youth Month and the Summer Youth Volunteer Campaign. In addition, the Hoa Lac Commune Youth Union directs its affiliated branches and sub-branches to proactively disseminate information about the implementation of the two-tiered local government system; educate cadres, union members, and young people about traditions; and promote care for disadvantaged people, students, and youth.
Among the clubs and models implemented in the past, the Hoa Lac Commune Youth Union is most proud of the "Digital Literacy Team," which facilitates administrative procedures for the people. Established in May 2025 with 20 members, the "Digital Literacy Team" organizes activities to promote and guide the improvement of digital literacy among union members, young people, and students; it also goes to people's homes to guide them in installing VNeID, using online public services, and making electronic payments. Currently, the team has assigned 10 secretaries of hamlet-level youth union branches and affiliated agency youth union branches to be on duty at the hamlet offices where they work, promptly guiding people in using online public services to resolve administrative procedures. Some members are stationed at the Commune Police Station and the Commune Public Administrative Service Center to guide people in using online public services when they come to the offices. As a result, several thousand people have directly benefited from this model.
Mr. Nguyen Van Tuan, residing in Hoa Binh 1 hamlet, said that since the implementation of the two-tiered local government system, he has explored various online methods for submitting public service applications such as changing citizen identification cards, obtaining birth certificates, and processing criminal record checks. However, the process requires users to register with complete information as requested and to link a bank account to pay service fees, thus creating difficulties from the very beginning.
Since receiving guidance from members of the "Digital Literacy Team," Mr. Tuan quickly adapted to the technology. However, due to infrequent use, he wasn't proficient in subsequent attempts, so he went to the village committee for further instruction. "I think the establishment of the 'Digital Literacy Team' is very necessary and timely, especially since the members are all young officials who are knowledgeable about information technology. The model has received attention and support from the villagers and needs to be expanded in the future," Mr. Tuan shared.
The Hoa Lac Commune Youth Union also focuses on promoting traffic safety, participating in managing drug rehabilitation programs, and rehabilitating delinquent youth… thereby contributing to ensuring security, order, and traffic safety in the commune. Mr. Le Huu Nghia, Secretary of the Hoa Lac Commune Police Youth Union, said: “As the Deputy Head of the Crime Prevention Club established by the Hoa Lac Commune Youth Union, in the coming time I will continue to work with club members to strengthen the dissemination and education of laws, actively participate in crime prevention activities, and contribute to ensuring security, order, and social safety in the commune.”
Through practical actions, the Hoa Lac Commune Youth Union organized numerous campaigns to raise awareness, clean up the environment, plant trees, participate in installing streetlights, build bridges and roads, construct houses, etc., leaving a deep impression on the people. Ms. Thuy An, Secretary of the Hoa Binh 3 Hamlet Youth Union, said: “In the coming time, the Youth Union will focus on promoting awareness among its members and young people in the hamlet to strictly abide by the law, live virtuous and useful lives for society, actively participate in new rural development activities, and apply information technology in daily life and work.”
According to Mr. Huynh Thanh Nam, in the coming time, the Hoa Lac Commune Youth Union will continue to innovate the content and methods of its activities, promoting the pioneering role of young people through practical actions to support people, youth, and students in difficult circumstances. “We will actively work with the local government to effectively carry out propaganda and mobilization work to encourage people to abide by the law, actively participate in building new rural areas; support young people in establishing themselves and their careers to stabilize their lives, and build a more prosperous, beautiful, and civilized Hoa Lac homeland,” Mr. Nam said.
