According to the Ministryof Education and Training (MOET), in the period from 2020 to 2023, the number of candidates taking the high school graduation exam, the total university enrollment target, and the enrollment rate have increased over the years. In particular, in 2023 alone, the enrollment rate in the Red River Delta region will reach 64.44%; followed by the Southeast region at 64.24%; the North Central and Central Coast regions at 52.65%; and the Mekong Delta region at 52.45%.

Education experts say that the number of university admission candidates is usually within 50% of the total number of candidates registering for the graduation exam in the same year because these candidates choose many paths such as studying abroad, studying at international schools, attending colleges, intermediate schools, or directly participating in the labor market.

According to the Department of Higher Education (Ministry of Education and Training), from 2015 to present, there have been many innovations in organizing exams for admission and admission methods. Previously, on November 24, 2023, the Ministry of Education and Training issued Decision No. 4068 on the High School Graduation Exam Plan from 2025. Accordingly, this exam will have 4 subjects (2 compulsory subjects and 2 elective subjects). The Ministry of Education and Training emphasized that the purpose of organizing the High School Graduation Exam from 2025 is to properly assess the learning outcomes of learners according to the goals and standards required by the 2018 General Education Program; use the exam results to consider recognizing high school graduation and serve as one of the bases for assessing the quality of teaching and learning of general education institutions and the direction of education management agencies; provide reliable data for universities and vocational education institutions to use in enrollment in the spirit of autonomy.

Thus, the innovations from the 2025 high school graduation exam require synchronous changes in career education, teaching and learning perspectives, and university admissions at a new level. In particular, orientation helps learners form and build learning methods and choose the most suitable subjects at middle and high school levels. Career orientation helps learners to be able to evaluate themselves to choose suitable majors and careers in the future.

Along with that, the 4-subject high school graduation exam from 2025 has many new points (there are 36 ways to choose the subjects, instead of 4 combinations as before) with the requirements being qualities and abilities, not knowledge and skills as before. This contributes to affirming the role of subjects contributing to the success of students is the same, there are no main or secondary subjects, innovation in teaching, testing, and evaluating subjects, and perspectives on learning. Learning is not to deal with teachers, but to develop qualities and abilities, to be a human, and to compete for jobs with artificial intelligence. Because in reality, nearly 40% of candidates take the graduation exam for the purpose of graduation. Therefore, subjects such as Technology, Economic and Legal Education, Information Technology, etc. are all very necessary for students participating in vocational training or working directly after high school.

The innovation of high school graduation exams from 2025 also requires university admissions from 2025 to change compared to the present. On the one hand, capacity assessment exams should be strengthened, on the other hand, new combinations should be built with subjects such as Information Technology, Technology, Economic Education and Law. Or admissions based on academic records need to be assessed more comprehensively.

There are currently schools that have announced their expected enrollment plans for 2025. For example, Nha Trang University has become the first school to abandon the plan of using high school graduation exam scores for admission. Instead, the school will consider admission based on a combination of academic records and competency assessment scores. Many education experts share the view that no matter how schools change their enrollment plans, the ultimate goal is still to select suitable students. Therefore, for students, the important thing is to prepare knowledge and skills, carefully research careers to make choices that are not only in line with their aspirations but also suitable for their abilities and strengths.
