This is an important activity, evaluating the results of activities in the past time, and at the same time orienting key tasks in the coming time to further enhance the role of trade unions in caring for the lives and protecting the legitimate and legal rights of workers.
Attending the Conference were comrade Pham Duc Long, Deputy Minister, Deputy Secretary of the Party Committee of the Ministry of Science and Technology, Chairman of the Vietnam Science and Technology Trade Union, and 220 union officials from 54 affiliated unions, including 3 direct superior unions and 51 affiliated grassroots unions.
In recent times, the Vietnam Science and Technology Trade Union has closely coordinated with specialized units to effectively perform the functions and tasks of the trade union organization; closely coordinated with the leaders of units to effectively carry out propaganda and education work, actively participated in management work, effectively performed the role of caring for and protecting the legitimate and legal rights and interests of workers, cared for improving the material and spiritual life, policies and regimes for union members and workers in the unit.
The industry trade union directs trade unions at all levels to coordinate with the authorities at the same level to organize the implementation of the Law on Grassroots Democracy and the General Confederation of Labor's Guidelines on Trade Unions' Participation in Grassroots Democracy. 224/246 agencies, units, and enterprises have organized conferences for cadres, civil servants, and workers, reaching a rate of 91%; well implemented the negotiation and signing (the enterprise sector's grassroots trade unions have signed 207 collective labor agreements) and organized the implementation of signed collective labor agreements. 100% of collective labor agreements at units have provisions that are more favorable to employees than the provisions of current labor laws. The content of collective labor agreements clearly and specifically reflects the obligations and rights of employers and employees.
According to the report, workers at affiliated trade union units have stable jobs, and their material and spiritual lives are guaranteed. Policies such as social insurance, health insurance, leave, allowances, funerals, etc. are all fully implemented, contributing to creating peace of mind and attachment for workers.
In the first 6 months of the year, the affiliated trade unions coordinated with professional agencies at the same level to organize many practical and outstanding activities such as: visiting and giving gifts on the occasion of the Lunar New Year; organizing activities in response to Workers' Month and Action Month on occupational safety and hygiene; organizing dialogues between leaders and workers, receiving high consensus.
The industry's trade union has also promoted political and ideological education, launched patriotic emulation movements, and effectively implemented the study and following of Ho Chi Minh's ideology, morality, and style. Social activities such as mobilizing to care for union members in difficult circumstances, coordinating with Vietnam Post Corporation to open preferential booths for union members and workers to participate in purchasing goods, and coordinating with Medlatec Group to provide medical care and medical examination for cadres, union members, and workers; organizing the celebration of International Women's Day on March 8... have been implemented synchronously, spreading the spirit of humanity and solidarity among cadres and workers.
In addition, cultural, artistic, physical education and sports activities are focused on and cared for by trade unions at all levels. Traditional competitions and sports events are regularly organized to attract a large number of union members and workers to respond and participate in order to meet the needs of union members and workers in order to improve the spiritual life and cultural environment in agencies, units and enterprises, positively impacting the awareness and attitude of union members and workers in performing their tasks and building a culture of behavior in the unit.
Trade unions at all levels effectively organize emulation movements and campaigns launched by higher-level trade unions and the industry. With the focus on the emulation movement "Applying digital technology and artificial intelligence to work better", responding to the movement "The whole country competes in innovation and digital transformation", trade unions at all levels call on union members and employees to apply digital technology in management and work resolution with the goal of reducing workload and increasing labor productivity, positively impacting the production and business activities of the unit.
At the Conference, many opinions were expressed frankly and responsibly, pointing out the difficulties in the actual operation of trade unions at the grassroots level, proposing specific, practical and feasible solutions, focusing on some key contents such as stabilizing the organization, propaganda work, caring for the lives, developing union members, improving the quality of trade union cadres. Delegates also shared experiences, good models, and effective practices in their units.
Through the opinions and discussions at the Conference, the leaders of the Vietnam Science and Technology Trade Union grasped the situation, thoughts and aspirations of union members and workers, thereby assessing the impacts of the socio-economic situation on the employment, income and life of union members. From there, they proposed solutions to care for and protect the legitimate and legal rights and interests of workers in the current period.
Speaking at the conference, Mr. Pham Duc Long, Chairman of the Vietnam Science and Technology Trade Union, emphasized that the organization of a two-level government apparatus has posed many challenges, requiring units and enterprises in the field of science and technology to promote innovation and creativity, urgently carry out comprehensive digital transformation, and meet the needs of the people. In addition, trade unions at all levels also need to research, organize, and rearrange the trade union model in localities in a flexible manner, suitable to the specific situation of each locality.
In the last 6 months of the year, the Vietnam Science and Technology Trade Union will focus on implementing the following tasks: Propagating the Party's Directives and Resolutions, the State's policies and laws; Resolution of the 13th Congress of the Vietnam Trade Union, Resolution of the 16th Congress of the Vietnam Information and Communications Trade Union; Propagating Party congresses at all levels, towards the 14th National Congress of the Party.
Arrange and consolidate the organization of the Vietnam Science and Technology Trade Union according to the direction of the General Confederation. Review, amend and supplement the regulations, statutes, directives and instructions of the trade union organization to ensure consistency with the renaming, arrangement and consolidation of the organization of the Vietnam Science and Technology Trade Union.
Continue to promote emulation movements, care for and protect the legitimate rights and interests of union members and workers. Focus on implementing the movement "The whole country competes in innovation and digital transformation" and the movement "Digital literacy" in all levels of trade unions; Organize activities to celebrate major holidays of the year; Organize the Patriotic Emulation Congress of the Vietnam Science and Technology Trade Union; Organize the Ceremony to honor Outstanding Workers and commend grassroots trade union officials for the period 2023-2025.
Organize training conferences on legal policies and emulation and rewards, and personnel organization; organize online training using virtual assistants and artificial intelligence (AI) for all union members and employees; coordinate with units to conduct surveys and develop online training programs to improve qualifications and professional skills for union members and employees.
Direct and guide grassroots trade unions to organize the Congress for the 2025-2030 term (expected in the fourth quarter of 2025) and deploy preparations for the Vietnam Science and Technology Trade Union Congress for the 2026-2031 term (expected in the first quarter of 2026) under the direction of the Vietnam General Confederation of Labor.
