(Chinhphu.vn) - The new functions, tasks, powers, and organizational structure of the Department of Civil Judgment Enforcement Management are a concrete step in implementing the Party's major policy on streamlining the organizational apparatus, demonstrating a determination to comprehensively reform the methods of management, direction, operation, and organization of civil judgment enforcement.

Reorganizing the structure to make it leaner and more efficient.

Minister of Justice Nguyen Hai Ninh has just signed Decision No. 1898/QD-BTP stipulating the functions, tasks, powers, and organizational structure of the Civil Judgment Enforcement Management Department. According to the new decision, the organizational structure of the Civil Judgment Enforcement Management Department has been reorganized to be more scientific, streamlined, and specialized:

At the central level, the Department comprises 7 specialized units: the Legal and Civil Enforcement Department; the Administrative Enforcement and Bailiff Department; the Inspection, Complaint and Denunciation Resolution Department; the Digital Transformation and Enforcement Data Statistics Department; the Planning and Finance Department; the Personnel and Organization Department; and the Office.

Locally, the system comprises 34 provincial and city-level enforcement agencies, directly managing 355 regional enforcement offices. Provincial-level enforcement agencies are granted full legal personality, possess national seals, and have their own accounts at the State Treasury and commercial banks.

The new model has eliminated the intermediate level (district-level enforcement agencies), while increasing the autonomy and responsibility of provincial-level enforcement agencies in managing organization, personnel, and operations throughout the province.

With the Minister of Justice issuing a Decision stipulating the functions, tasks, powers, and organizational structure of the Civil Judgment Enforcement Management Department, the Party's policy on streamlining and strengthening the organizational structure for effective and efficient operation has been institutionalized and strictly implemented. This represents a strong and unprecedented reform for civil judgment enforcement agencies, linked to the transformation of management, direction, and organization of civil judgment enforcement.

At the same time, a comprehensive restructuring of the staff is needed, aiming to build a team of officials with sufficient qualities, capabilities, and integrity, commensurate with the tasks, possessing more strengths and overcoming many limitations of the previously presented plan.

Towards a modern and effective judicial system.

According to the "Continuing to reorganize and streamline the system of civil judgment enforcement to ensure effective and efficient operation" project of the Party Committee of the Ministry of Justice, the new model has many outstanding advantages, contributing to improving the quality and efficiency of judgment enforcement: The issuance of the Decision to establish the Department of Civil Judgment Enforcement Management has thoroughly implemented the policy of innovation of the "Revolution in reorganizing and streamlining the organizational structure" in the current period.

The restructuring of the organizational apparatus according to the new model has streamlined an intermediate level, increased specialization, thereby improving the quality of civil servants and the effectiveness of enforcement. Provincial-level enforcement agencies now assume a direct and comprehensive leadership role in both personnel organization and professional operations within their jurisdiction, enabling timely resolution of difficulties and obstacles arising in practice, especially concerning the work of enforcement officers.

At the same time, the new model clearly separates administrative and professional management functions. The head of the regional Enforcement Department no longer performs tasks related to financial and asset management and issuing enforcement decisions, thereby allowing them to focus on directing professional work and minimizing errors caused by previous management limitations.

The new organizational structure also helps shorten operational procedures by eliminating the delegation mechanism between regions within the same province, thereby increasing the speed and efficiency of enforcement. Furthermore, centralizing financial and asset management at the provincial level not only enhances inspection and supervision but is also an effective measure to prevent and combat corruption and negative practices.

In the context of the elimination of district-level administrations, the new model facilitates direct and effective coordination between provincial-level enforcement agencies and other provincial-level agencies in enforcement, verification, and resolving difficulties and obstacles. Concentrating resources, personnel, and workload at the provincial level also gradually enhances the standing of enforcement agencies, bringing them closer to the roles and functions of agencies at the departmental level, contributing to improved inter-agency coordination and law enforcement at the local level.

The decision to reorganize the Civil Judgment Enforcement Department is not only a technical administrative requirement but also a clear manifestation of the Ministry of Justice's strategic direction in building a streamlined, effective, and efficient civil judgment enforcement system.
