Deeply imbued with the fact that cadre work is the “key” task of the “key” in Party building, in recent terms, the Quang Ninh Provincial Party Committee has implemented many important solutions in comprehensive, synchronous and interconnected innovation to improve the quality of the cadre team. This initiative has contributed to improving the effectiveness of the province’s political tasks, making an important contribution to the overall socio-economic development.
Over the past years, the Quang Ninh Provincial Party Committee has paid attention to leading, directing and synchronously and drastically implementing many solutions to build and improve the quality of the team of leaders and managers at all levels to meet the development requirements of the province. In particular, focusing on building a team of strategic cadres, leaders, managers and heads to ensure a stable transition between generations for both the 2020-2025 and 2025-2030 (2026-2031) terms, associated with streamlining the organizational structure, operating effectively and efficiently in accordance with the Central Government's policies.
Up to now, the work of planning cadres at all levels ensures the structure of 3 age groups (under 40 years old from 15% and above, 40 to 50 years old from 40-45%, the rest are over 50 years old); the proportion of female cadres in the planning of Party committees accounts for 25% or more and there are young cadres, female cadres in the planning of the Standing Committee of the District Party Committee; the proportion of female cadres in the planning of Party committees at the commune level is 15%; the proportion of ethnic minority cadres is suitable to the characteristics, ethnic structure and specific conditions of each locality, agency and unit.
The province also focuses on innovation in cadre standards, publicity, transparency, and democratization of cadre evaluation and selection; attention to arranging and using cadres in a truly scientific , democratic, legal and Party-compliant manner, "right person, right job" to create high solidarity and unity, and to avoid complaints or public opinion in cadre work. In particular, the cadre evaluation work has been carried out by Quang Ninh with many innovations, basically closely following the standards and criteria, ensuring the connection between the performance of assigned duties and tasks and the implementation of resolutions and directives of the Party, studying and following the ideology, morality, and style of Ho Chi Minh and the Central Committee's documents on taking a vote of confidence and voting for people holding positions elected by the People's Council.
Specifically, the work of evaluating cadres is carried out in the following forms: self-assessment by the cadre; assessment by the collective at the workplace; assessment by the agency or organization monitoring the cadre; assessment by the Party Committee at the workplace and place of residence; assessment by superiors and subordinates; assessment by organizations and unions of which the cadre is a member; and collection of comments and suggestions from the masses.
Party committees and organizations also specify the assessment content, develop regulations and standards for positions as a basis for assessment and strictly implement the authority, process and order of assessment, specifically assessing the capacity for research, reception, leadership, application and concretization of the Party's guidelines and resolutions, policies and laws of the State; the ability to think, dare to think, dare to do, dare to take responsibility in leadership and management; the ability to propose breakthrough solutions; the ability to forecast and handle complex situations within the scope of responsibility; the ability to guide, inspect, summarize and conclude the work of localities, sectors and fields.
Results, quality of advice on assigned areas of responsibility, level of task completion of units and organizations under their responsibility; results of anti-corruption, negativity, implementation of Central Resolution 4 (term XI, XII) and Directive 05-CT/TW of the Politburo...
In particular, implementing the resolutions of the Politburo, the National Assembly Standing Committee, and the Government on the arrangement of administrative units at district and commune levels in the 2019-2021 period, the province has focused on directing drastically, implementing methodically, with thorough and reasonable plans, solutions, and proceeding cautiously, without haste, subjectivity, or voluntarism, and implementing each step with certainty and an urgent roadmap to ensure compliance with the regulations of the Central Government.
The province also effectively maintained the model of Party cell secretaries who are also People's Committee chairmen in eligible places such as Co To island district, in 115/177 commune-level localities (65%); Party cell secretaries who are not local people in 12/13 district-level units (92.3%) and in 138/177 commune-level localities. At the same time, 100% of Party cell secretaries who are also village (hamlet, neighborhood) heads were maintained according to the motto "People trust, Party nominates" for 2 consecutive terms (2015-2020 and 2020-2025).
Implementing Conclusion No. 16-TB/TW (dated July 7, 2022) of the Politburo on rearranging a number of pilot models according to Resolution No. 18-NQ/TW (dated October 25, 2017) of the Party Central Committee, on the basis of inheriting good experiences, promoting the achieved advantages; at the same time, resolutely implementing staff streamlining according to the direction of the Central Committee, associated with restructuring and improving the quality of the staff in the period of 2015-2022, the province has reduced 887 civil servants (18.7%), 2,280 employees (8.52%), 466 commune-level civil servants (10.51%), 1,524 part-time commune-level workers (39.18%), 1,543 part-time workers in villages, hamlets, and neighborhoods (33.33%).
With many synchronous solutions, the personnel work of Quang Ninh in recent times has made breakthroughs, innovations, and positive changes in the direction of becoming increasingly strict, scientific, methodical, public, and democratic. The team of leaders and managers at all levels, especially at the grassroots level, has been cared for and built, gradually reaching the level of task requirements and has grown and developed in many aspects.
Quang Ninh is currently one of the localities in the country that has quickly concretized and completed the task of implementing the work of planning cadres for the 2025-2030 (2026-2031) term, agreeing not to plan the maximum number of cadres for a position. The province has approved the planning of positions of members of the Party Executive Committee, members of the Standing Committee at the provincial level; district level; heads and deputy heads of departments, branches, and equivalents at a rate of 1 to 1.3 times compared to the incumbent; the remaining coefficient is for annual review, discovery, and addition of new factors.
Young cadres also carry out "dynamic" and "open" planning, striving to achieve the prescribed proportion and structure by the end of the term. In particular, striving to plan for members of the Provincial Party Executive Committee with a female ratio of 33.96%, young cadres under 40 years old accounting for 5.66%, and those with a university degree accounting for 98.11%; planning for members of the Provincial Party Standing Committee with a female ratio of 13.33%, those aged 40-50 accounting for 46.66%, and those with a university degree accounting for 93.4%. Planning for members of the district-level executive committee with a female ratio of 32.91%, young cadres under 40 years old accounting for 29.24%, and those with a university degree accounting for 43.79%; The planning of district-level standing committee members has a female ratio of 27.75%, young cadres under 40 years old account for 17.18%, and those with post-graduate degrees account for 75.77%.
Through the achieved results, in order to meet the development requirements in the new situation, from now until 2025, Quang Ninh has determined to continue to pay attention to innovation and perfecting the streamlined political system apparatus, operating more effectively and efficiently. In particular, drastically reviewing, supplementing, perfecting the functions, tasks, regulations, working regulations and improving the effectiveness and efficiency of the merged agencies and pilot models; continuing to implement the roadmap for arranging public service units, promoting the socialization of public educational institutions in places with conditions; completing the arrangement according to general regulations and improving the effectiveness and efficiency of the political system apparatus at district and commune level administrative units.
