The National Target Program on New Rural Development (NTM) has aroused and created strong changes in Dai Tu (Yen Lac) hometown. Being recognized as one of the localities meeting the standards of advanced NTM communes in 2022 (phase 1) is a testament to the determination and efforts of the local government and the consensus and solidarity of the people in the NTM construction movement.

The core of building a new rural area is to improve people's lives both materially and spiritually. Therefore, since being recognized as meeting the standards of a new rural commune in 2015, entering the construction of an advanced new rural area, the Party Committee and the government of Dai Tu commune have led the people to promote advantages, seize opportunities, overcome difficulties and challenges, and achieve important and comprehensive achievements in all fields; receiving the people's consensus, support, and solidarity to implement with the motto: "People know, people discuss, people do, people inspect, people enjoy".
Coming to Dai Tu today, it is easy to see that the traffic infrastructure system has been given a new coat, upgraded, expanded, renovated, and asphalted on the main roads of communes, villages, and alleys reaching 100%; the lighting system on the main roads of communes, inter-communes, villages, and inter-villages has been renovated and upgraded with a total length of 27.88 km.
100% of households in the commune have access to safe and stable electricity for daily life and production. The commune has Goc Da market built in 2015 with an area of over 3,000 m2, meeting the criteria of commercial infrastructure, ensuring business services to increase income for the people.
The highlight in the economic restructuring of the locality is the completion of the land consolidation and field exchange program with more than 300 hectares, creating the basis for forming and developing specialized production models according to VietGAP standards such as grafted tomato models, clean vegetables, etc.
In particular, 45 hectares of key crops, including tomatoes and melons, are being set up with product traceability codes. At the same time, more than 100 hectares of inefficient production land are being converted to growing high-value crops combined with livestock farming.
As a result, the economic structure has shifted in a positive direction, the proportion of industry and services has increased, the proportion of agriculture has decreased; the number of workers with regular jobs by the end of 2022 will reach 95%, the rate of trained workers will reach 85.4%; the poverty rate will decrease to 0.96%; the average income per capita will reach 64.26 million VND/person/year.
Along with the positive changes in socio-economic infrastructure, the quality of life of the people in the commune is increasingly improved. The rate of people participating in health insurance forms reaches 96.6%; the rate of people with health management records reaches 98.91%; 14/14 villages in the area have regular and effective cultural, artistic, physical education and sports activities (VHVN-TDTT) such as volleyball, dancing, singing, and artistic activities.
Kindergartens and primary schools in the area have facilities and teaching equipment that meet national standards level 1, and secondary schools meet standards level 2. The commune has established and maintained effective operations of 4 environmental sanitation service teams, with a waste collection and treatment rate of 100%. In the area, 2,644 households (100%) use hygienic water, 85.93% of households use clean water according to regulations.
The leadership role of the Party Committee and the direction and administration of the government have been strengthened; the role of socio-political organizations has been affirmed; grassroots democracy has been promoted; national defense, political security, and social order and safety have been maintained. The total resources mobilized for the construction of advanced new rural areas in the area have reached over 163 billion VND.
With the achieved results, Dai Tu commune is one of 4 localities in the province to achieve advanced NTM standard commune in 2022 (phase 1).
Comrade Do Duc Long, Secretary of the Party Committee of Dai Tu commune, said: With the goal of building a new rural area "with a starting point, but no ending point", creating a driving force for socio-economic development, improving the material and spiritual life of the people, local authorities at all levels continue to maintain and improve the quality of the achieved criteria, striving to achieve a model new rural commune by 2025, with at least 8 villages achieving model new rural villages.
To achieve the set goals, the Party Committee and the government determined to continue directing the construction of concentrated commodity production areas applying high technology to produce products according to VietGAP and OCOP standards. Develop regulations on management, use, maintenance, exploitation and operation of roads and lighting systems.
Continue to propagate and mobilize people to build bright - green - clean - beautiful roads. Supplement and complete the management regulations of built roads. Build educational projects; maintain kindergartens and primary schools meeting level 1 infrastructure standards, secondary schools meeting level 2 standards, striving for all 3 schools to meet level 2 standards by 2025.
Continue to invest in repairing, renovating and upgrading Goc Da market to serve the trading and business activities of the people. Promote and mobilize people to use clean water from the current centralized water supply works to ensure that the rate of people using clean water from the centralized water supply works reaches 80% or more.
Maintain the rate of waste collection and treatment at 100% and continue to classify household waste. Improve the quality of activities of grassroots Party organizations, the activities of the Fatherland Front, unions and social organizations through propaganda and mobilization of members to be the core in the movement to build new rural areas.
