On the morning of November 25th, in Hanoi, the Ministry of Finance, in collaboration with the Asian Development Bank (ADB), organized the program "Public-Private Partnership (PPP) Dialogue - Cooperation, Innovation, Efficiency".

PPP: Fostering cooperation and mobilizing new resources

Accordingly, in order to promote the effective implementation of current legal regulations on PPPs, mobilize resources for infrastructure, economic, and social development, especially in the fields of science and technology, innovation, and digital transformation, the Ministry of Finance, in collaboration with ADB, is organizing the program "PPP Dialogue - Cooperation, Innovation, Efficiency".

In his opening remarks, Mr. Tran Quoc Phuong, Deputy Minister of Finance, stated that in the context of Vietnam aiming for rapid, sustainable growth and enhanced national competitiveness, the need for developing a modern infrastructure system is immense. Current public resources only meet a portion of this need; therefore, mobilizing the private sector is crucial and yields significant results.

Over the years, the policy framework for PPPs has been continuously improved. Amendments to the PPP Law and related decrees have maximized the scope of investment under the PPP method, increased flexibility in financial mechanisms and risk-sharing mechanisms, while streamlining processes and creating more favorable conditions for investors.

" It can be said that, after a period of effort to perfect the legal framework, Vietnam is ready to enter the phase of strongly promoting the implementation of PPP projects with high spillover effects ," the Deputy Minister of Finance emphasized.

According to Mr. Tran Quoc Phuong, this year's dialogue was organized to discuss priority areas, reflecting practical needs and trends in cooperation between the State, development partners, and businesses, focusing on the following three groups of content:

Firstly, the transportation sector. This is a cornerstone of the PPP program, with very high capital requirements and strong potential to attract investors. From expressways, seaports, and airports to inter-regional connectivity infrastructure, implementing PPPs in the transportation sector will help accelerate the progress of key projects, share risks appropriately between the State and businesses, improve management and operation efficiency according to international standards; and at the same time create a strong ripple effect for economic growth and regional development.

Secondly, the urban transport sector integrates urban development according to the Transport-Oriented Development (TOD) model.

According to Deputy Minister Tran Quoc Phuong, major cities in Vietnam are currently facing an urgent need to improve infrastructure, develop metro lines, public transport systems, and smart city connectivity models.

" This is an important area that requires research and the development of sustainable solutions for implementing large-scale urban infrastructure projects, while also establishing mechanisms to mobilize capital through land exploitation and value-added from urban development ," the Deputy Minister of Finance stated.

Thirdly, the fields of innovation, digital transformation, and social infrastructure. In Vietnam's development vision, innovation has been identified as a strategic pillar in the spirit of Resolution No. 57.

This is a new but potentially groundbreaking sector, with models such as digital infrastructure serving national governance, public services, and tripartite cooperation between the State, businesses, and universities. In the future, Vietnam hopes to promote innovative PPP models that are in line with the development trends of the digital economy ,” Deputy Minister Tran Quoc Phuong confidently stated.

Furthermore, the Deputy Minister of Finance believes that the discussions at the dialogue will make a significant contribution to realizing the legal framework for PPPs, ensuring the effective and substantive implementation of projects, and meeting the requirements of mobilizing all resources for development in the era of national progress.

ADB and Australia highly appreciate Vietnam's PPP progress.

Also at the event, Mr. Shantanu Chakraborty, Country Director of ADB in Vietnam, said that over the past 10-15 years, Vietnam has made significant progress in building the legal and institutional framework for PPPs. These initial steps have opened the door to structured participation of the private sector in infrastructure development. This has been followed by related decrees aimed at addressing challenges in project preparation, risk-sharing mechanisms, and investor selection.

In particular, the PPP Law has consolidated all previous legal documents into a unified legal framework. Recent amendments in 2024 and 2025 further demonstrate the Vietnamese Government 's determination to improve the system, while also reflecting practical implementation experience ,” Mr. Shantanu Chakraborty stated.

According to the ADB representative, this has been a long journey and has created a foundation for Vietnam to implement PPPs in a more strategic and consistent manner. However, we still have much work to do to have more truly viable projects that are capable of securing loans and attracting private resources. We are very much looking forward to seeing more viable projects brought to market.

We are also very impressed with the pace of Vietnam’s reforms. The recently issued Resolution 68 provides strong impetus for the development of the private sector, considered one of the key pillars of Vietnam’s growth. From ADB’s perspective, only when we have a sufficiently strong foundation can the private sector contribute on a larger scale. Along with the recent focus on infrastructure investment and mega-projects, all these factors can only yield results when effective PPP standards and mechanisms are implemented ,” Mr. Shantanu Chakraborty emphasized.

At the event, Ms. Gillian Bird, the Australian Ambassador Extraordinary and Plenipotentiary to Vietnam, also shared her views on PPPs in Vietnam. According to Ms. Gillian Bird, the PPP partnership with ADB demonstrates Australia's commitment to supporting Vietnam's economic resilience and promoting sustainable growth.

Today's PPP dialogue also reflects Australia's commitment within the framework of its Southeast Asia Economic Strategy to 2040. In this strategy, Australia is committed to promoting two-way trade and investment, a key priority for the Australian Government.

Australia recognizes the crucial role of PPPs in delivering high-quality infrastructure and services, fundamental to sustainable economic growth. PPPs can combine the strengths of the government, development partners, and the private sector to mobilize resources, share risks, and deliver more effective results for communities. PPPs can play a vital role in supporting Vietnam’s growth targets, promoting digital transformation, and opening up new investment opportunities, ” said the Australian Ambassador.

According to Ms. Gillian Bird, today's event is an important opportunity to exchange views on the PPP framework in Vietnam, learn from international experience, and discuss practical solutions to build a portfolio of feasible PPP projects with the potential for financing. Australia welcomes the focus of discussions on transport, smart cities, public transport, digital transformation, and social infrastructure, which are key factors in enhancing Vietnam's competitiveness and resilience in the future.

The PPP dialogue demonstrates Vietnam's strong determination to improve its legal framework, expand cooperation, and mobilize private resources for infrastructure development, smart cities, digital transformation, and innovation.
