Improving administrative reform capacity

On the afternoon of November 27, 2025, in Hanoi, the Ministry of Industry and Trade held a training conference on administrative reform and administrative procedure control in 2025. The conference aimed to equip knowledge and improve professional capacity for the team of officials and civil servants in charge of administrative reform in the whole Ministry, contributing to the effective implementation of the set socio-economic development goals.

The conference was attended by Deputy Chief of Office of the Ministry of Industry and Trade Ngo Quang Long, along with representatives of units, and all civil servants and public employees in charge of administrative reform. In addition, prestigious reporters and lecturers also attended, including Chief Expert of the Department of Administrative Reform, Ministry of Home Affairs Vy Tien Cuong; reporter Le Quoc Dat from Viettel Military Industry and Telecommunications Group; and Ms. Trinh Thi Huong, reporter from Thien Hoang Group.

Speaking at the conference, Mr. Ngo Quang Long emphasized that administrative reform is being closely directed by the Government, the Prime Minister and ministries and branches. According to Mr. Long, perfecting the legal framework and strengthening the direction and management of administrative reform is an inevitable requirement to improve the operational efficiency of the Ministry of Industry and Trade and its units. At the same time, improving the investment and business environment, creating favorable conditions for production and business activities.

Mr. Ngo Quang Long said that the goal of the conference is to help the team of officials and civil servants in charge of administrative reform update new knowledge and regulations and improve work efficiency in the coming time.

Three main topics were selected to be implemented at the conference, including: administrative reform operations; reporting, direction and management system of the Ministry of Industry and Trade; instructions on using specialized database integration software to serve the state management of the Ministry. The organizing committee especially recommends that trainees arrange their time to attend fully, on time and study seriously, and proactively ask questions and discuss with lecturers to improve the effectiveness of knowledge acquisition.

Practical application and expectations of positive change

This year's conference focuses on consolidating professional knowledge and administrative management skills, while enhancing the capacity to apply information technology in state management. In the opening speech, Mr. Ngo Quang Long emphasized that administrative reform is not only an internal task of the Ministry, but also an important factor contributing to promoting the efficiency of the economy, improving the quality of service to people and businesses.

The topics at the conference are designed to be practical and close to current state management requirements. The topic on administrative reform focuses on processes, methods of organizing and controlling administrative procedures, as well as the implementation of directive documents of the Government. Thereby, officials and civil servants are updated with the latest information on policies, legal regulations and management requirements, thereby improving their ability to advise and implement work effectively.

The second topic is related to the reporting, direction and operation system of the Ministry of Industry and Trade. In the context of digital transformation, building and operating an accurate and timely information management system is a mandatory requirement to improve the quality of management and supervision. The conference provides detailed instructions on how to deploy, manage work reports and monitor the progress of administrative reform at units.

The final topic, instructions on using specialized database integration software, is a topic of interest to many students. This is an important tool to optimize management work, helping officials grasp, synthesize and process information effectively. At the same time, the software also supports the Ministry in making decisions, monitoring the implementation of administrative procedures, ensuring transparency and minimizing cumbersome procedures.

Mr. Ngo Quang Long hopes that with the three selected topics, the trainees will be equipped with practical knowledge, contributing to creating positive changes in the administrative reform work of the Ministry of Industry and Trade as well as its affiliated units. Improving the professional capacity of the team of key officials and civil servants will contribute to promoting the effectiveness of state management, creating a favorable environment for businesses and people, and at the same time implementing the spirit of the Government's Resolution on economic development and administrative reform.

The 2025 training conference is an opportunity for officials and civil servants to share experiences, exchange knowledge and improve professional skills, towards building a professional, modern and effective administration.

The close coordination between state management agencies and technology corporations, along with the active participation of civil servants, promises to bring practical results, contributing to improving the quality of administrative reform work at the Ministry of Industry and Trade in the coming years.
