Regarding budget expenditure, Mr. Quoc Anh said that in October, the estimated expenditure was 90.2 billion VND, accumulated over 10 months over 1,212 billion VND; estimated implementation for the whole year 2025 is nearly 2,300 billion VND (reaching 93.06% of the expenditure estimate). Regarding basic construction investment, the estimated implementation volume in 2025 is nearly 392 billion VND, of which the disbursement value is estimated at over 391 billion VND, reaching 99.51% of the assigned plan (reaching 127.9% over the same period).
The special zone currently has 327 valid investment projects. Of these, 58 projects have been put into operation, 260 projects are under construction and 9 projects have not completed licensing procedures.
“These results demonstrate the determination of the entire political system and people to build Phu Quoc into an international-class eco-tourism and resort center, following the direction of the Politburo,” the Secretary of Phu Quoc Special Zone emphasized.
Presenting practical experience in the activities of the People's Council at the commune level after implementing the 2-level government model at the conference, the report on the Phu Quoc special economic zone showed that after the merger, the total number of delegates of the People's Council of the special economic zone was 208 delegates (of which, 151 were male and 57 were female). The number of full-time delegates was 3, the People's Council consisted of 2 committees: economic - budget (10 members); cultural - social (10 members).

From July 1st to now, the activities of the People's Council of the special zone have been ensured, continuing to implement the tasks set out in the yearly plan and the tasks assigned by the superiors. Issues raised by voters under the authority of the locality were promptly and responsibly resolved by the competent authorities. The coordination between the People's Council of the special zone and the People's Committee and the Standing Committee of the Vietnam Fatherland Front at the same level has become increasingly close, issues arising between the two sessions have been promptly resolved in accordance with the law, creating conditions for the People's Committee to effectively manage socio-economic development tasks in the recent past.

Although the government has urgently operated the local government apparatus at the commune level and achieved certain results, the activities of the People's Council have not yet met the requirements of voters and practical situations.
Through the practical activities of the People's Council in Phu Quoc, it can be seen that the main difficulties are the large area where delegates participating in meetings have difficulty traveling; the large number of delegates, the majority of People's Council delegates work part-time; the qualifications of each delegate are not equal; the research on documents and policies is still limited; in constructive statements, there is still a fear of conflict; the time allocated for the activities of the People's Council is still small, including members of the People's Council committees.
Regarding voter contact work in some places, people have hardly seen their responsibilities and rights in contributing to the construction of local government. Most voters attend only to ask questions to the government about their personal rights.
