Develop both quantity and quality
After a working session and active discussion, Deputy Prime Minister Nguyen Chi Dung basically agreed with the reports and discussions, with heartfelt, profound, and practical opinions expressed at the Forum.
Reviewing the results achieved, the Deputy Prime Minister assessed that the outstanding bright spot is the institutions, mechanisms and policies creating a legal corridor to promote the development of collective economy, cooperatives, private economy, enterprises and strengthen the linkages between economic sectors which are increasingly perfect, suitable to practical requirements and demands.
For example, the Law on Cooperatives No. 17/2023/QH15, which supplements provisions aimed at promoting cooperatives to link with other economic sectors. The Government has also issued many legal documents specifying policies and guidelines to support cooperatives in the direction of promoting production linkages, with preferential loan policies for cooperatives participating in value chains, applying high technology, and associated with green and clean agriculture .
Despite many difficulties and challenges, the collective economy, cooperatives and enterprises have made progress in both quantity and quality . To date, the country has more than 35,000 cooperatives with more than 5.9 million members; 164 cooperative unions with more than 1,000 cooperative members; and nearly 66,000 cooperative groups with more than 1 million members. At the same time, there are nearly 1 million enterprises in operation, an increase of 20% compared to 2020. Currently, there are about 4,700 cooperatives participating in value chain linkages and 2,600 cooperatives applying high technology.
Nationwide, many projects and plans for cooperation between cooperatives and enterprises have been approved and implemented, specifically: Nearly 3,000 projects and cooperation plans have been approved and implemented in many different sectors and fields and in diverse forms of cooperation.
Notably, cooperative-enterprise linkage projects have initially attracted and effectively used social resources. In the 2018-2025 period, the country mobilized over VND 15.2 trillion in capital to implement linkage projects and plans, of which the state budget played the role of seed capital with nearly VND 3.2 trillion (accounting for 20.9%), the remaining 79.1% of the funding was contributed by enterprises, cooperatives and people.
"The linkage between cooperatives and enterprises has contributed to unlocking potential and developing a stable and sustainable market for key national products, especially in the agricultural sector," the Deputy Prime Minister affirmed.
In addition to the achieved results, the Deputy Prime Minister clearly analyzed the difficulties and obstacles such as: The mechanism and policies to support the linkage between cooperatives and enterprises, especially at the local level, have not been associated with promoting green transformation, digital transformation, and application of science and technology; financial resources for policy implementation are still limited; the capacity of cooperatives is still a major weakness; there is a lack of staff with professional capacity and deep understanding of building and operating the linkage chain between cooperatives and enterprises; propaganda and guidance on linkage policies have not received due attention.

" Filling the gap " that the private sector or the State alone cannot solve
Regarding the direction of developing collective economy and cooperatives associated with business linkages in the coming time, Deputy Prime Minister Nguyen Chi Dung said that It is necessary to mobilize and effectively use all social resources, strongly promote the connection between cooperatives and enterprises to fill the gap that the private sector or the State alone cannot solve. In which, the connection between cooperatives and enterprises plays an important role.
"Developing the collective economy, cooperatives and promoting links with economic sectors, including enterprises, is an objective practical requirement and a strategic solution for socio-economic development with the motto of a creative State - Pioneering enterprises - Foundational cooperatives - Farmers and workers as the main subjects - Accompanying scientists and consultants - Supporting credit institutions - Sustainable and effective links" , the Deputy Prime Minister emphasized.
The Deputy Prime Minister assigned the Ministry of Finance to preside over the implementation of the following tasks: (1) Review, amend and supplement current regulations that are no longer suitable to meet the implementation requirements on the development of collective economy and cooperatives in the new context, to be completed in December 2025; (2) Review, amend and supplement regulations to strongly promote the development of the private economy, including specifying regulations on supporting enterprises participating in industry clusters and value chains; (3) Urgently complete the draft Decree replacing Decree No. 57/2018/ND-CP on mechanisms and policies to encourage enterprises to invest in agriculture and rural areas, to be submitted to the Government in December 2025; (4) Continue to research and complete policies to support enterprises in accessing preferential loans from the Small and Medium Enterprise (SME) Support Fund, with priority given to SMEs participating in industry clusters and value chains; (5) Submit to the Prime Minister for consideration and promulgation of programs, projects and plans related to collective economic development in the 2026-2030 period.
At the same time, the Ministry of Finance continues to effectively organize the Cooperative Economic Forum, becoming a regular policy dialogue channel, connecting cooperatives with businesses, scientists, financial institutions and domestic and international partners.
Regarding the Ministry of Agriculture and Environment, the Deputy Prime Minister requested to urgently submit to the Government a Decree amending and supplementing a number of articles of Decree No. 98/2018/ND-CP dated July 5, 2018 of the Government on cooperative linkage; develop a comprehensive program on training digital farmers, professional farmers and modern cooperative management teams; build a vocational training mechanism, develop a team of cooperative members and farmers with high quality and professional capacity.
In parallel, the State Bank of Vietnam researches and develops mechanisms for enterprises and cooperatives to lead chain linkage projects to access commercial credit packages, green credit, and preferential credit. The Vietnam Cooperative Alliance System takes the lead in synthesizing recommendations, effectively promoting its role as a bridge for implementation and increasing access to policies for cooperatives.
According to the Deputy Prime Minister, the Vietnam Chamber of Commerce and Industry (VCCI) and the Association of Small and Medium Enterprises must promote their role as a bridge to promote enterprises to link with cooperatives, forming sustainable value chains. Provinces and cities need to proactively issue mechanisms and policies to support the development of links between cooperatives and enterprises, ensuring the motto "6 clear: clear people, clear work, clear responsibilities, clear authority, clear time, clear results".
In particular, the business community needs to be a pioneer in implementing linkages with cooperatives, especially in forming production and supply chains, making practical contributions to the country's economic development, especially promoting new growth drivers (green economy, digital economy, circular economy, knowledge economy, sharing economy...).
"The Government always encourages and creates all conditions for economic sectors to develop fairly, equally and sustainably," the Deputy Prime Minister affirmed, calling on ministries, agencies, cooperatives and enterprises to have a more far-sighted, strategic vision and take more drastic actions so that economic sectors do not operate separately, but join forces to develop quickly and sustainably, converging into a combined strength, taking the country far in a new era./.
