The Van Thanh Bridge construction project, approved by the Provincial People's Committee on April 4, 2022, has a total investment of VND 225.2 billion, funded by the central government budget, and a construction period of 4 years. The contractor, a consortium of Hassyu Vietnam Joint Stock Company, Bridge 14 Joint Stock Company, and Construction Materials and Equipment Company 624, won the bid and commenced construction earlier this year with a construction time of 720 days, expected to be completed by the end of 2024.

The project involves the acquisition of a total land area of ​​1.66 hectares across 39 files belonging to 34 households, individuals, and 5 organizations. Specifically, Phu Tai ward accounts for 0.85 hectares across 21 files, and Duc Long ward accounts for 0.81 hectares across 18 files. Currently, the Phan Thiet City People's Committee has completed the land acquisition notices for all 39 files (100%), completed the inventory for all 39 files (100%), and forwarded 34 files for legal review (87.2%). Of these, Phu Tai ward has completed 17 out of 21 files (80.9%) and Duc Long ward 17 out of 18 files (94.4%). The ward People's Committees have reviewed the legal status of 28 out of 39 files (71.8%) (Phu Tai ward 13 out of 21 files (61.9%) and Duc Long ward 15 out of 18 files (83.3%). Regarding the resettlement plan for the project, on August 18, 2023, the Provincial People's Committee issued Official Letter No. 3114 directing the Phan Thiet City People's Committee to request the City Land Fund Development Center to coordinate with relevant departments and localities to review the land fund intended for resettlement, including 13 plots in Tien Thanh residential area, Tien Loi commune, and 13 plots in Van Thanh 1 and 2 residential areas, Phu Tai ward. The Provincial People's Committee directed the Department of Natural Resources and Environment to advise the Provincial People's Committee to approve the allocation of 18 plots in Van Thanh 3A residential area, Phu Tai ward, managed by the Provincial Land Fund Development Center, to the Phan Thiet City People's Committee for resettlement purposes. According to the Phan Thiet City People's Committee: "Regarding the 26 land plots currently managed by the City People's Committee, including 13 plots in Tien Thanh residential area, Tien Loi commune, and 13 plots in Van Thanh 1 and Van Thanh 2 residential areas, relevant departments have urgently coordinated with related units to advise the City People's Committee to submit a document requesting the Department of Natural Resources and Environment to advise the Provincial People's Committee to issue a decision to reclaim the land managed by the Phan Thiet City People's Committee and transfer it back to the Phan Thiet City People's Committee for resettlement for the Van Thanh Bridge project." Recently, on October 20, 2023, the Department of Natural Resources and Environment submitted document No. 380 to the Provincial People's Committee regarding the reclamation and transfer of 18 land plots in Van Thanh 3A residential area, Phu Tai ward, to the City People's Committee for compensation and clearance. Regarding specific land prices, the consulting unit has completed the process for 6 locations; the remaining 5 locations are facing difficulties in determining the price of religious land and aquaculture land. The consulting unit is currently gathering information and documents to finalize the draft certificate.

Responding to reporters about the current progress of the Van Thanh Bridge construction, Mr. Nguyen Thanh Hien, Deputy Director of the Project Management Board for Construction of Transportation Works, said: Land clearance work is still facing many difficulties and obstacles, and the progress is slower than directed by the Provincial People's Committee. Therefore, instead of the contractor starting construction on land, they had to change the construction plan to start underwater construction first, which was somewhat unprepared, but the set progress is still being achieved. Currently, the contractor is implementing underwater construction items near the shore because the land for the approach roads on both sides of the bridge has not yet been handed over. The steel sheet pile cofferdams for piers T4, T5 and abutment M2 on the Phu Tai ward side have been completed, and sand has been pumped to create the ground for abutment M2; the contractor is continuing to drive timber piles and pump sand to create the ground for the construction of piers T4 and T5. The contractor has mobilized vehicles, equipment, and materials to accelerate construction progress, including a 65T crane, one rock drill, one soil drill, a vibratory hammer, excavators, generators, steel piles, etc. The foundation pit for pier M2 has been excavated, and 6 out of 9 bored piles for pier M2 have been completed.

Currently, the Project Management Board is actively and proactively working to monitor, coordinate, and adjust construction methods according to the existing site conditions and actual site circumstances to ensure the project is completed on schedule as per the contract...
