Simplify administrative procedures

An Giang is continuing to make efforts to reduce and simplify internal administrative procedures, strongly converting to processing work documents in an electronic environment. Thereby, reducing implementation time, creating favorable conditions, and best serving people and businesses.

Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung has directed the implementation of a number of key tasks and solutions to reduce administrative procedures, improve the business environment, and promote socio -economic development. Accordingly, agencies, units and localities need to promote more strongly and drastically the reform of administrative procedures, and improve the business environment substantially and effectively.

Provincial departments, branches and sectors and district-level People's Committees focus on thoroughly reviewing and recommending competent authorities to cut and simplify regulations and administrative procedures related to investment, production and business activities and people's lives, ensuring a reduction of at least 30% of administrative procedure processing time and at least 30% of business costs (compliance costs); abolishing 30% of unnecessary business conditions; implementing procedures related to enterprises in the electronic environment, ensuring smoothness, continuity and efficiency.

At the same time, promptly, fully and accurately publicize information on administrative procedures on the National Database on Administrative Procedures and the Provincial Administrative Procedure Processing Information System. Review and restructure the administrative procedure process to ensure that all procedures related to enterprises must be performed online. Adjust internal procedures in handling administrative procedures, ensuring that 100% of administrative procedures are performed regardless of administrative boundaries within the province. The Department of Science and Technology urgently reviews and upgrades the Provincial Administrative Procedure Processing Information System to meet the requirement of "regardless of administrative boundaries". Coordinate closely and effectively, thoroughly resolve difficulties and recommendations of people and enterprises. Synchronously deploy strong and breakthrough solutions to develop science and technology, innovation, digital transformation, and high-quality human resources.

Cutting administrative procedures, improving business environment

The Provincial People's Committee has also implemented a plan to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026. In 2025 alone, administrative procedures related to production and business activities will be immediately reduced and simplified; the processing time of administrative procedures will be reduced by at least 30%, and the cost of complying with administrative procedures will be reduced by 30%. 100% of administrative procedures related to enterprises will be performed online, smoothly, seamlessly, effectively, ensuring transparency and minimizing paperwork. 100% of administrative procedures will be performed regardless of administrative boundaries within the province. 100% of internal administrative procedures between State administrative agencies and within each State administrative agency will be reviewed, reduced, and simplified, in line with streamlining and restructuring the apparatus.

From the beginning of 2025 to now, through review, the province has issued 18 decisions on the announcement of internal administrative procedures between State administrative agencies, with a total of 358 internal administrative procedures fully publicized on the National Database on Administrative Procedures, on the unit's electronic information portal. On May 7, the Chairman of the Provincial People's Committee issued Decision 705/QD-UBND, announcing a list of more than 900 administrative procedures related to enterprises implemented online. Provincial departments, branches and sectors are responsible for checking and configuring the Provincial Administrative Procedure Processing Information System; prioritizing integration with the National Public Service Portal for enterprises to facilitate implementation; continuing to review and restructure the administrative procedure process under the authority of resolution and management to raise the level of online public service provision from a part to the whole process.

In addition, the Provincial People's Committee directed to continue implementing solutions to improve the score and ranking of the Legal Regulations Improvement Index. Each unit promotes digital transformation in law-making work; strengthens institutional improvement, focuses on investing adequate resources in drafting and developing legal documents of the Provincial People's Council and People's Committee. Continue to review, amend, supplement, and perfect legal regulations; promote the role and responsibility of leaders in organizing implementation; promptly overcome shortcomings and limitations discovered in the process of monitoring law enforcement.
