Focusing on clearing the land for the Ring Road 2 project through Kien An, Hai Phong

Kien An Ward is urgently continuing the work of the previous District People's Committee, speeding up the progress of completing the procedures for site clearance to implement the Investment Project to build Ring Road 2, Tan Vu - Hung Dao - Bui Vien section.

Recognizing the importance of Ring Road 2, in parallel with the completion of the 2-level local government system, Kien An Ward People's Committee and related units urgently continued the work of Kien An District People's Committee before, speeding up the progress of completing the procedures for site clearance to implement the Ring Road 2 construction investment project, Tan Vu - Hung Dao - Bui Vien section, striving to complete in September 2025.

Basically completed, 95% of land area recovered

According to Head of Economic , Infrastructure and Urban Department of Kien An Ward Do Ngoc Lan, the unit is currently actively accelerating the progress of site clearance for the investment project to build Ring Road 2, section Tan Vu - Hung Dao - Bui Vien Street, section passing through Kien An Ward. The total land area recovered by Kien An Ward to implement the project is nearly 180,000 m2 . Of which, more than 88,000 m2 is agricultural land, more than 52,000 m2 is traffic and irrigation land; more than 33,000 m2 is public land managed by Dong Hoa Ward People's Committee (formerly); more than 4,500 m2 of land of organizations and more than 980 m2 of residential land.

Up to now, Kien An ward has basically completed the procedures for recovering 95% of the land area for project implementation. Of which, the entire area of land for transportation and irrigation does not need to be recovered. More than 88,000 m2 of agricultural land used by 220 households has also basically completed the recovery procedures. For the graves at Dong Mit cemetery and Duong Xa cemetery (both in the old Dong Hoa ward), the Economic, Infrastructure and Urban Department of Kien An ward has appraised and approved the Project for the cost of moving graves to serve the project site clearance of the Kien An area project management board.

After receiving funding from the Hai Phong Traffic and Agricultural Construction Investment Project Management Board, the Kien An Regional Project Management Board continued to coordinate with Hai Phong Funeral Services Joint Stock Company to organize the relocation. For the area of more than 4,700 m2 used by 4 organizations, the site clearance of 3 organizations (College of Industrial Economics and Technology, College of Maritime 1, and Viet Duc Enterprise Cooperative) has been completed. In particular, the land area of Da Do Irrigation Works Exploitation One Member Co., Ltd. does not have to be compensated because the design of the pumping station project has been completed.

For more than 980m2 of residential land currently used by 21 households, the People's Committee of Kien An District (formerly) has publicly announced the compensation, support and resettlement plan from April 17 to 2025. Up to now, there have been 10 cases agreeing to receive money and draw lots for resettlement, 1 case because the recovered land area was only 0.08m2 , so the ward proposed to adjust the project, not to recover.

Resolutely clear the land

According to information from Kien An Ward, currently, about 5% of the area in the ward has not completed the recovery procedures due to some problems related to the residential land area of some households due to petitions about the origin of the land and compensation prices. In addition, there are some problems related to the house of Da Do Irrigation Works Exploitation One Member Co., Ltd., which has been managed and liquidated for people to repair and live in since 2010, which is also in the area of land to be recovered. Along with that, there is more than 7,800 m2 of land managed by the People's Committee of Dong Hoa Ward (old) currently used by 20 households as shacks, workshops, houses, motels, etc. According to regulations, these works are not eligible for compensation for land and works. However, the works were built a long time ago and have been used by households for many years. To ensure the rights of the people and the progress of site clearance, Kien An District People's Committee has sent a report to the Department of Agriculture and Environment proposing different support for cases with housing.

Based on the proposal of relevant departments, branches and Kien An district, last June, the City People's Committee Office issued Official Letter No. 4797/VPDC4 on other support when the State reclaims land for compensation and site clearance to implement the investment project to build Ring Road 2, section Tan Vu - Hung Dao - Bui Vien Street in Kien An district (now Kien An ward). Accordingly, households eligible for land compensation and resettlement will be supported with temporary housing rental for a period of 6 months; support for dismantling, demolishing, and moving assets attached to the land at a rate of 80%. In the case of using land managed by the People's Committee of Dong Hoa ward (formerly) and Da Do Irrigation Works Exploitation One Member Co., Ltd., 50% of the compensation price for works and architectural objects used from October 15, 1993 to before July 1, 2004 will be supported; Support 30% of unit price for households after July 1, 2004. In which, the city clearly states that the support level only applies to cases of actual residence on the recovered land area, not to cases of using the construction for business purposes.

According to Chairman of Kien An Ward People's Committee Nguyen Phong Doanh, up to now, the locality has the basis to resolve the regimes and policies related to the project's site clearance. The early implementation of investment in Ring Road 2 to divert container trucks away from the city center is very necessary and urgent. Therefore, in the coming time, the functional branches of the ward will urgently continue to receive opinions, explain recommendations and concerns of the people related to the origin of the land, construction time, and complete the plan to submit to the Ward People's Committee for approval. For land managed by the People's Committee of Dong Hoa Ward (old) with illegal construction works, continue to propagate to the people to receive support, dismantle the works, and hand over the site. In case the households do not agree to hand over the site, the locality will resolutely implement the following procedures to recover the land. In early September 2025, Kien An Ward strives to complete the site clearance of the entire project.

The investment project to build the 10.6 km long Tan Vu - Hung Dao - Bui Vien Ring Road 2 has a total capital of 7,500 billion VND. Of which, the capital for bridge construction is nearly 1,740 billion VND, the capital for road construction is 1,535 billion VND, the cost of compensation for site clearance and relocation of technical infrastructure is more than 3,090 billion VND, the rest is management fee, investment consultancy, contingency and other costs.

The project is divided into two sections with 8 lanes, two bridges across the river and an intersection overpass. Of which, the section from Provincial Road 353 to Hung Dao Commune is 68 m wide, with an 8-lane road surface. Hai Thanh Bridge over Lach Tray River is 1,257 m long, 32 m wide, and includes 8 lanes. The overpass at the intersection of Bui Vien Street is 327 m long, 25 m wide, and includes 6 lanes.

When put into use, Ring Road 2 will complete the urban infrastructure system of the city in general and Hai An, Duong Kinh, Kien An districts in particular. The route will create the premise for the development of new urban areas, contributing to the construction of modern urban areas to encourage domestic and foreign investment in socio-economic development of the districts through which the route passes.

In addition, after the second ring road is built, the authorities will divert container trucks out of the city center to avoid congestion, reduce traffic safety risks, shorten the journey, and reduce travel time from the Hai Phong port cluster to other routes.
