The Hoa Binh Hydropower Plant expansion is built on the right bank of the existing Hoa Binh Hydropower Plant dam (capacity 1,920MW). The project has a capacity of 2 units, capacity 240MW/unit; construction started in early 2021, with a total investment of more than 9,200 billion VND, expected to generate electricity for unit 1 in the third quarter and unit 2 in the fourth quarter of 2025.

The project is expected to contribute to increasing the ability to mobilize electricity load capacity for the northern region, especially during peak hours. According to EVNPMB1's report, as of May 5, the project has completed 88% of the water intake; 88.32% of water tunnel No. 1 and 97.6% of water tunnel No. 2, and is installing unit 1... Particularly for the dismantling of the embankment and construction of the channel leading to the water intake, it must be completed before June 15 in the dry season of 2025. According to calculations, a large amount of work needs to be done according to plan, including: Excavation of about ^407,000m3 of soil and rock, reinforcement of concrete on the canal roof of about ^18,000m2 , and by May 5, the total volume of excavation of soil and rock has reached 65%; concrete reinforcement of the canal roof has reached more than 34.5%...

According to Colonel Tran Ngoc Tuan, Director of the Joint Venture Management Board of Construction Package 01-XL of the Hoa Binh Hydropower Plant Expansion Project: Dismantling the cofferdam is considered the largest and most time-consuming item.

To ensure construction, the Ministry of Industry and Trade has approved EVN's proposal to direct the National Electricity System and Market Operation Company (NSMO) to operate hydropower plants in the Da River basin to lower the water level of Hoa Binh Hydropower Reservoir from time to time. By May 15, the water level of the reservoir will be lowered to 89m and maintained until June 15. In any case, the water level of Hoa Binh Hydropower Reservoir must not rise again, causing flooding of the foundation pit of the water intake (under construction), causing unsafety for people, equipment and works. EVNPMB1 assessed that, up to this point, Hoa Binh Hydropower Reservoir is being regulated at a water level of 95m, basically meeting the construction schedule.

Deputy Head of Technical Quality Department, Truong Son Construction Company Ngo Xuan Hung shared: Currently, at the construction site, the unit is deploying more than 1,000 workers and is assigned specifically to each position and area. At Lilama 10 Joint Stock Company, the unit in charge of installing the generator set, engineer Hoang Chinh Ky said that the unit also maintains more than 300 staff working directly and indirectly related to the project, many positions under the responsibility of Lilama 10 have finished ahead of schedule.

During the April 30 and May 1 holidays, the investor and contractors assigned on-duty forces, "3 shifts, 4 shifts", continued to mobilize human resources, materials, and equipment to speed up the construction progress of project items.

When put into operation, the expanded Hoa Binh Hydropower Plant will annually supply about 500 million kWh to the national power system as well as reduce the working intensity of existing generators, prolong the life of equipment, and save maintenance and repair costs.
