Most teachers believe that merging provinces and cities will synchronize infrastructure, human resources, and programs, creating momentum for sustainable development of education and training.
Expect positive change
Mr. Dinh Van Trinh - Principal of Nguyen Hien Secondary School (Tan Thoi Hiep, Ho Chi Minh City) shared that when hearing about the merger policy, the first feeling of those working in the education sector was joy and expectation. Joy because this is a big step forward, demonstrating the determination of leaders at all levels in innovation and improving the quality of education. It is expected that the merger will truly create a new vitality, helping the education sector overcome current limitations and achieve outstanding achievements.
“Besides joy and expectation, I clearly feel my responsibility. Merging is not simply gathering units together, but also a process of integrating culture, working methods and vision. This requires the consensus and efforts of all managers and teachers to turn expectations into reality,” Mr. Trinh expressed.
For Mr. Le Huu Binh - Principal of Thanh An Primary School (Thanh An, Ho Chi Minh City), who has been attached to the island commune for the past 20 years, he deeply understands the difficulties and hardships that the people, cadres and teachers here have to go through. Therefore, he expressed his emotion and great expectations when the locality established a new government.
This is not only an important administrative milestone, but also a belief and hope for positive change for the people of the island commune. The new government, when established, will be truly close to the people, understand the characteristics and difficulties of the island commune's people's lives, and from there make timely and practical decisions.
“Clear decentralization and delegation will help Thanh An be more proactive in management, operation, and socio -economic development, especially in essential areas such as health, education, transportation, and social security.
I expect the island education sector - where I am working - to receive more attention from the new government in terms of: human resources, working conditions, policies to support teachers and students, and investment in school facilities that are appropriate to the characteristics of the island region.
The new government is also an important bridge to attract more resources and support from the city and outside organizations to Thanh An, helping people feel secure about sticking to the sea and have more confidence in the future development of their homeland," Mr. Binh wished.
Mr. Ho Si Nhat Nam - Principal of Hoa Binh High School (Hoa Hoi, Ho Chi Minh City) commented that the merger of Ba Ria - Vung Tau , Binh Duong and Ho Chi Minh City is a major, reasonable, timely policy, an opportunity for the development of Ba Ria - Vung Tau province (old), including the education sector. Schools will be integrated into a dynamic, modern educational environment with abundant resources.
“Ho Chi Minh City used to be dynamic, creative and was learned from by other localities in the country. When Ba Ria - Vung Tau and Binh Duong join in, educational institutions in general and Hoa Binh High School in particular will strive to keep up.
Of course, not only the management staff but also the teaching staff must be proactive in grasping the policies of the education sector after the merger to implement. The merger will certainly create a better working environment, helping teachers continue to develop and feel secure in their work," said Mr. Nam.

Opportunity to change
According to Mr. Ho Si Nhat Nam, after the merger, there will certainly be difficulties arising from geographical distance in the field of education. Therefore, the application of information technology in management, teaching and operation needs to be improved.
Mr. Nam hopes that Ho Chi Minh City will have a management and control agency using technology, so that everyone's work can be evaluated clearly, transparently and scientifically. In addition, at the present stage, the locality needs to strengthen training for teachers to access teaching technology to create momentum for education development.
For example, artificial intelligence (AI), because if students and teachers do not move and participate actively, they will fall behind, thereby creating a big gap between urban and rural areas.
“The Department of Education and Training of Ho Chi Minh City must have policies and guidelines for teachers to participate in training courses, especially AI. Only then will teachers actively consider it a responsibility. If we only stop at encouragement, not making it mandatory, it will create a big gap between teachers in the city and in the countryside as well as active, dedicated teachers and vice versa,” said Mr. Nam.
Mr. Dinh Van Trinh expressed: “The merger is an opportunity for the education sector to review and invest in synchronously upgrading facilities and teaching equipment. Ensuring that educational institutions, especially schools in the suburbs, have the best facilities to serve teaching and learning.
The education sector needs to have policies to attract, retain and develop a team of good teachers and managers. Focus on retraining and improving the professional qualifications of teachers, especially in the context of integrating new programs and methods. Along with that, there are stable and strong financial resources to implement development plans. Education needs a stable budget, effectively allocated and with the participation of socialized resources.
From a teacher's perspective, Ms. Bui Thi Canh - Tan Phu Primary School (Binh Phuoc, Dong Nai) shared that she was happy to merge into Dong Nai province, which will open up a new step of development. In the coming time, the education sector will certainly receive synchronous investment, teachers will have the opportunity to develop and be creative, education will truly become a driving force for sustainable development for the locality.
Ms. Canh expressed: “The merger of provinces is the right policy. Education will become a solid foundation for the sustainable development of the new locality. I hope that leaders at all levels will invest more in education in general and teachers in particular. Not only in remuneration but also in professional training, access to modern technology; and there needs to be an open mechanism for teachers to be creative, experiment with new teaching methods without being constrained by rigid patterns.”

The driving force for the development of the education sector
According to Mr. Dinh Van Trinh, for education to truly become a driving force for development after the merger, it is necessary to ensure flexibility and encourage innovation. Therefore, it is necessary to have a clear management mechanism, specific decentralization, and minimize cumbersome administrative procedures. This helps schools, especially secondary schools, have enough flexibility to be proactive in implementing teaching and learning activities.
In addition, specific policies need to be put in place to encourage teachers and administrators to experiment with new teaching methods and educational models. At the same time, there needs to be a fair and objective evaluation mechanism to recognize and replicate effective initiatives. In particular, transparency is needed in the processes from recruitment, appointment to resource allocation; all processes need to be public and transparent to create trust and fairness for all staff and teachers.
“Sustainable and comprehensive development is also an important factor for educational institutions. The education sector not only focuses on knowledge, but also develops soft skills, moral qualities and creativity for teachers and students. Therefore, it is necessary to connect and synchronize training programs between levels of education after the merger.
At the same time, promote the application of information technology by taking advantage of technology to improve the quality of teaching and learning, educational management, and connection between schools, families and society. In addition, the education sector needs to create an open working environment, encourage cooperation and experience sharing between schools, teachers and teachers, and managers and managers. This helps to maximize collective strength after the merger," Mr. Trinh wished.
Similarly, Mr. Ho Si Nhat Nam said that the advantages of Ba Ria - Vung Tau and Binh Duong provinces (old) after merging with Ho Chi Minh City will continue to be promoted. For example, Ba Ria - Vung Tau province (old) has strengths in Foreign Languages and Mathematics, and when it joins Ho Chi Minh City, it will certainly promote the strengths of these two subjects.
Meanwhile, Binh Duong (old) also has strengths in nurturing key students, mass education quality, education quality, and has affirmed its top position in recent years. The merger will create opportunities for schools to exchange with each other regularly and continuously. In addition, before the merger, Ho Chi Minh City has the advantage of many large universities and research institutes, which is an opportunity to access this education system. In particular, with the economic advantage of the new Ho Chi Minh City, it will create strong resources to invest in further education development.
“Resolution No. 98/2023/QH15 of the National Assembly on a number of specific mechanisms and policies of Ho Chi Minh City, Resolution 08/2023/NQ-HDND of the Ho Chi Minh City People's Council on regulations on additional income spending are great encouragements for cadres, teachers, workers and civil servants in schools. Certainly, in the coming time, the facilities will be invested in, fully equipped, the school's administration work, as well as the working style will change positively, which is a driving force for strong development.
In addition, in the past, Ho Chi Minh City had a strong decentralization and delegation of authority to schools, which created great initiative for principals. This was considered to be a liberation of the management mechanism, preventing overlap and waste.
In fact, if after the merger, Ho Chi Minh City continues to maintain such policies, I think this is one of the things that the cadres and teachers of the former province of Ba Ria - Vung Tau in general, including Hoa Binh High School, will be happy about, taking it as a motivation to strive and contribute," said Mr. Nam.
“Merger is a long journey, requiring perseverance and relentless efforts. I believe that, with the consensus of the entire industry, along with appropriate mechanisms, resources and orientations, education in Ho Chi Minh City in particular and the whole country in general will truly become an important driving force for the country’s sustainable development,” Mr. Trinh affirmed.
