Deputy Director of the Department of Internal Affairs Tran Trung Son shared that the city has reviewed and proposed simplifying 110 administrative procedures and one group of administrative procedures, helping to reduce costs, achieving an average compliance rate of 95.19%, while streamlining processes and reducing processing time.
To date, the city has integrated 2,159 online public services onto the National Public Service Portal and implemented 100% of administrative procedures in a non-geographical manner.
The digitization process, the provision of electronic results, and the reuse of data are implemented synchronously, ensuring that 100% of the results of administrative procedures have legal validity.
All eligible administrative procedures are integrated into the National Public Service Portal, allowing for online application submission, payment, and result retrieval. The system of Public Administrative Service Centers at all levels has been adequately invested in.
The city publicly announces 1,160 administrative procedures that can be implemented regardless of administrative boundaries and deploys interconnected models and practical, effective reform initiatives such as the "2 journeys - 1 destination" administrative service model; "5 no's, 3 yes's"; "Priority card when carrying out administrative procedures"; "Congratulatory letters for marriage and birth registration", "Condolence letters when registering death"; "Citizens don't write, officials don't make appointments"; "Citizens guiding citizens" in submitting online public service applications; "Online radio program"...
Synchronize for faster performance.
After a year of implementing the two-tiered local government model, in addition to improving service capacity for citizens and businesses, there is a need for synchronization in infrastructure, policies, and a centralized information system for handling administrative procedures from the central to local levels.
According to Le Van Cuong, Vice Chairman of the People's Committee of Thanh Khe Ward, currently, administrative procedures must be processed simultaneously on the information systems of ministries and agencies, the city's electronic one-stop information system, and other relevant specialized systems.
However, the aforementioned systems currently lack synchronization in terms of functionality, processing procedures, and data setup methods. Therefore, civil servants must simultaneously log in and operate on multiple different systems during the process of receiving and processing documents, causing significant difficulties and pressure, especially during peak hours or when a large volume of documents is processed.
Furthermore, current statistical data collection and compilation are primarily done manually. Officials have to individually access each ministry's and agency's system to review, compile, and aggregate data for reporting purposes.

Meanwhile, specialized systems have not fully integrated statistical and reporting functions. Statistical data between systems is inconsistent, leading to difficulties in monitoring, compiling, and comparing local data.
Mr. Truong Thanh Toan, Vice Chairman of the An Khe Ward People's Committee, stated that during actual operation, the information system for handling administrative procedures of ministries and agencies, as well as the city's electronic one-stop service system, frequently experience technical errors. Therefore, in many cases, applications that were processed by the local authorities within the deadline are still recorded as overdue by the system, leading to inaccurate and incomplete data reflecting the actual situation of application processing.
Local authorities have not yet been fully empowered to export detailed lists of records on the National Public Service Portal, leading to difficulties in reviewing and cross-referencing inconsistent records. This results in significant delays in verifying the reasons why records are marked as overdue by the system. Consequently, it affects the progress of data compilation, reporting, and monitoring by local authorities.
The data reuse function on the National Public Service Portal, which citizens use when submitting online applications, is still unavailable due to a lack of data for reuse.
To fundamentally resolve these issues, according to Deputy Director of the Department of Internal Affairs Tran Trung Son, the city and its wards and communes should focus on improving information technology infrastructure and enhancing the quality of administrative procedures by reviewing and minimizing internal processes, and shortening the time for receiving and processing applications.
Focus on digital transformation, standardize work processes, ensure quick, open, and transparent resolution, and create favorable conditions for citizens and businesses.
The city has requested that ministries and departments strengthen guidance and quickly complete the system for connecting and sharing data in handling administrative procedures to facilitate local operations.
